Description GENERAL STATEMENT OF JOB

Under the direct supervision of the Planning Manager, or other professional planning staff as assigned, the Planner I assists in the activities associated with various aspects of the Community Development Department, such as daily customer service needs (phone and counter assistance), processing electronically submitted land use applications (including possible presentations to City Council, Planning and Zoning Commission and the Open Space Advisory Board), maintaining and creating maps and other planning related graphical information, informing the public of planning regulations and procedures, providing assistance and participating at community meetings and open houses, conducting research and analysis for a variety of planning activities, and assisting with special projects and code amendments. Provides customer service duties related to answering phone calls or assisting walk-ins with general information related to zoning and development review processing; Performs as case manager for land use cases which includes: consultation with applicants, review of applications using electronic plan review systems and processes, posting/publishing public notices, coordination with other departments and service providers; provides analysis of applications with respect to City regulations, service provider requirements and sound planning practices and principles; ability to make and support appropriate recommendations; Writes reports summarizing analysis and recommendations and presents to the Planning and Zoning Commission, City Council, and the Open Space Advisory Board; Advises builders, developers, property owners and other departments on City ordinances, requirements, resolutions, and planning and zoning policies; provides technical design assistance when needed; Reviews, interprets, and analyzes sign permits, fence permits, business licenses, wireless communications facilities permits and building permits for compliance with zoning requirements; and reviews sites for verification of development completion according to approved plans; Assists in the preparation of special reports; conducts background research and/or analysis for short-term, long-term, and special projects as assigned; Provides assistance in long range or open space projects, including research and analysis, preparation of graphical exhibits, assistance in preparing for and at public meetings, and other aspects of the project; Makes changes to or creates forms, pamphlets, or checklists to assist the public; Responsible for gathering, developing, and analyzing the data used in the preparation of routine project analysis reports and staff reports involving land use and permits for development plans; Attends meetings and makes presentations before City Council, Planning and Zoning Commission, Open Space Advisory Board, District Meetings, CenCON, HOAs and neighborhood meetings, including regular attendance at night meetings (on average, one to four times per month); Conducts site inspections to determine code and ordinance compliance; informs property owners of any violations and makes recommendations on changes; Responsible for the maintenance, updating and retention of records, data and content managed within the scope of the position. Acquires and utilizes knowledge of City's electronic content management systems and guards against the unauthorized removal, destruction or use of municipal records. Recognizes and respects that City employees forego any personal or proprietary right to the City's records including those that may have been developed, created or compiled during their tenure in employment; Performs related work as required and assigned. KNOWLEDGE, SKILLS AND ABILITIES
Requires basic knowledge of the planning process, including zoning basics, development review and urban planning/theory and principles. Basic understanding of civil engineering principles is desired. Requires knowledge of planning law, zoning and subdivision regulations; Requires knowledge of the principles, practices, and techniques of local government operations; a solid knowledge of the City's planning and zoning functions and an ability to apply that knowledge; Requires basic knowledge of City codes and ordinances; Colorado Revised Statutes as they relate to planning; and locations of City neighborhoods and general layout of the City; Requires solid knowledge of current events of the City including proposed developments, neighborhood issues/concerns, and ongoing and proposed City projects. Requires the ability to conduct problem solving by gathering data and facts, analyzing information, and making recommendations for resolution of problems; Requires expert interpersonal, oral, and written skills; Requires solid negotiation and collaboration skills; Requires basic knowledge of GIS functions and applications; Knowledge of graphics programs such as Adobe Photoshop, InDesign, and Google SketchUp desired. Requires the ability to effectively interact and communicate with individuals of varying social, cultural, economic, professional, and educational backgrounds including the ability to act with tact, good judgment and discretion; the ability to effectively work with individuals who may be angry or skeptical, argumentative, or disagreeable; the ability to effectively work with individuals under stressful conditions; and the ability to maintain the confidentiality of matters as appropriate; Requires the ability to conduct problem solving by gathering data and facts, analyzing information, and making recommendations for resolution of problems; Requires the ability to read and understand written materials including, but not limited to, City codes and ordinances, general planning, and civil engineering procedures and guidelines and other reference materials; and the skill and ability to apply the knowledge and information gained from these materials to effectively perform the essential functions of the position; Requires the ability to establish and conduct verbal communications through speaking, talking, and hearing; efficiently and effectively deals with constant interruptions and requests for assistance; effectively prioritizes work efforts to separate tasks that are urgent in nature and deal with them immediately and schedule the remaining requests for subsequent resolution while continuing to work on the task at hand; Requires the ability to explain in layperson's terms, both verbally and in writing, technical information. Minimum Qualifications
MINIMUM EDUCATION, TRAINING AND EXPERIENCE
Bachelor's degree in Planning or related field; and
Minimum of one (1) year of local government experience in development review, zoning, and customer service; or
Requires an equivalent combination of education, training, or work experience that produces the knowledge, skills and abilities to perform the essential duties and responsibilities of the position.
