Job Description The Department of Workforce Services (DWS) is seeking qualified candidates who have an aptitude for accuracy, meeting deadlines and have experience managing budgets and federal grants to fill a Financial Manager II position on the Budget & Finance team in the Administrative Support Division (ASD).

Principal Duties Employees in this position develop annual operating and capital budgets and provide oversight of financial management activities which occur at division and/or program levels within the department. Duties include:

Ensuring budgetary compliance by monitoring revenues, expenditures, and cost allocations and developing reliable forecasts. Managing grant budgets, including forecasting grant expenditures, tracking the fiscal status of each grant and reporting to and coordinating with federal partners, program managers, and operations personnel. Ensuring compliance with matching and maintenance of effort requirements. Drawing federal revenue and reconciling grant revenue drawn per the applicable federal payment system to reported expenses and to revenues recorded on the general ledger. Reviewing and approving budgets for subrecipient agreements and invoices received from subrecipients. Preparing federal revenue and expenditure reports in accordance with applicable federal guidelines. Ensuring compliance with statutory and regulatory requirements and restrictions. Advising senior and executive management on complex financial matters by preparing comprehensive recommendations aimed at resolution of organizational, budgetary and cost allocation matters. Ensuring compliance with legislative appropriations, legislative intent language and the Budgetary Procedures Act (Utah Code, Title 63J, Chapter 1). Communicating variances between actual operating results and budgeted amounts to senior and executive management and those charged with governance. Performing quarterly and year-end closeout tasks. Preparing custom and ad hoc budget and accounting reports. Applying appropriate protocols in analyzing data and reaching accurate conclusions. Supervising subordinate personnel, including: hiring, determining workload, delegating assignments, training, monitoring, evaluating performance and initiating corrective or disciplinary actions. Minimum Qualifications The ideal candidate for this position is someone who has:

A Bachelor's degree or higher in accounting or a related field of study OR work experience as an accountant, auditor, or in another closely-related finance role in a professional setting. Experience developing operating and capital budgets, ensuring budgetary compliance and advising senior and executive management on complex financial matters. Federal grant management experience. Experience supervising subordinate personnel. Understanding of the legislative process. Understanding of the federal grants and programs administered by DWS. Experience tracking revenues and expenditures for multiple funding streams with diverse requirements and restrictions. Experience presenting to a variety of groups, including those with non-financial understanding. Experience analyzing data to determine inconsistencies. Strong analytical and communication skills. Experience dealing with people in a manner which shows sensitivity, tact and professionalism. This position may be filled as a 2 year career mobility if a current DWS applicant is selected.
