EMERGENCY RESPONSE STATEMENT Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees may be subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.

PURPOSE OF CLASSIFICATION

The purpose of this classification is to investigate potential City code violations to promote, protect and improve the health, safety, and welfare of the City of Naples. Employees will follow code enforcement processes to achieve compliance with City ordinances. Employees in this classification inspect and investigate those violations not deemed misdemeanors or felonies, and not under technical interpretation of the Building Official or City Engineers.

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Prepares and presents cases concerning code violations to the Code Enforcement Board. Issues citations for violations of the City code. Conducts outreach presentations with neighborhood associations and various organizations providing education on City code requirements. Assists all other City departments regarding City code compliance issues as needed. Investigates complaints from citizens to determines code compliance. Proactively patrols the City for compliance with City code. Performs a variety of investigative activities, such as proper permitting and competency, investigates occupational license compliance, temporary use permits; investigates streets and alleyways for obstructions; investigates and measures noise levels for noise nuisance complaints; and investigates refuse accumulations on public and private property. Investigates signage for compliance. Investigates commercial, boat, and trailer parking in designated residential zones, and unlicensed vehicle parking on private property. Inspects permit exempt structures for compliance. Investigates charter boat operations and dock and boat use in City waterways. Performs follow-up investigations to ensure compliance with Code Enforcement Board findings. ADDITIONAL FUNCTIONS

Requires the ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.

Situational Reasoning:

Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria.

MINIMUM QUALIFICATIONS:

High school diploma or GED; supplemented by two (2) years experience demonstrating broad knowledge of municipal code and ordinance enforcement functions The ability to read and interpret zoning plats, ordinances, survey documentation and related land management data; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills and abilities for this position. Must possess and maintain a valid Florida driver's license, class "E" and a driving record which meets or exceeds minimum City driving standards. Level 1 Florida Association of Code Enforcement (FACE) certification preferred or the ability to obtain certification within one year from date of hire OTHER REQUIREMENTS: The City of Naples is a Tobacco-Free Workplace. Sensory Requirements : Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally. Environmental Factors : Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, animals/wildlife, toxic/poisonous agents, violence, disease, or pathogenic substances.
