Position Summary
Under the general direction of the Assistant Superintendent of Business Services, the Director of Fiscal Services provides administrative leadership and supervision to professional and technical staff in the Fiscal Services department of the Humboldt County Office of Education (HCOE). This position supervises and coordinates the work of the Fiscal Services management team consisting of the Internal Business Manager (HCOE operations), the External Business Manager (school district and charter school oversight and support) and the Accounting Supervisor with the goal of ensuring that the Fiscal Services department provides consistent financial support services to local school districts, charter schools, and HCOE's departments and programs. This position also serves as the fiscal/budget reporting contact for HCOE.

The Director of Fiscal Services provides leadership and oversight of HCOE's financial operations, including budgeting, accounting, payroll, and reporting. This role ensures compliance with state and federal regulations, advises local school districts and charter schools on fiscal matters, provides fiscal oversight over HCOE, local school district and charter school programs and supports sound financial planning across the county. Examples of Duties and Responsibilities
Analyze a wide variety of school business operating, accounting, budget, and financial activities, applying analytical skills and advanced knowledge of accounting principles and financial operations. Advise the Humboldt County Office of Education, school district, and charter school officials on legal and technical provisions relating to school finance and budgets. Maintain close liaison with the California Department of Education, county auditor-controller, and county treasurer Provide support, assistance, training and direction to the county office of education, school district and charter school personnel in areas of state and federal reporting requirements, including, new or revised legislation, current accounting procedures, budget development and forecasting through workshops, individual training, and correspondence. Implement and administer school district and charter school fiscal oversight (AB 1200) in accordance with current legislation. Review the fiscal oversight process and analyze school district and charter school budgets and financial reports. Prepare communications and correspondence regarding school district and charter school financial reports. Facilitate meetings and workshops to identify issues, develop recommendations, support staff, and serve as a HCOE representative. Prepares information and guidance in written communications to HCOE, school districts' and charter schools' leadership. Review budget allocations, expenditures, fund balances and related financial activities to ensure accuracy and compliance with limits and fiscal practices. Develop, implement and supervise systems and procedures to ensure adequate budgeting and internal controls for the county office of education. Review charter petitions and MOUs for HCOE's authorized charter schools. Conducts special studies and prepares reports when requested by the Assistant Superintendent of Business Services Employment Standards
Education and Experience
A bachelor's degree from an accredited college or university with major coursework in business administration, public administration, financial management, or a related field, and
Four (4) years of increasing responsibilities in accounting and business administration, including at least three (3) years of experience in a California public school district, charter school, or county office of education. or
Eight (8) years of increasing responsibilities in California public school accounting at a school district, charter school or county office of education Knowledge of
California school accounting procedures, including building and monitoring internal control systems Principles and practices of program budgeting, accounting, and reporting systems California Education Code, Government Code and Code of Regulations as they pertain to public schools California School Accounting Manual (CSAM) and the State Accounting Code Structure (SACS coding) Governmental Accounting Standards Board (GASB) and Financial Accounting Standards Board (FASB) requirements related to public school finances. Plan, organize, direct, and positively motivate others within the department Use reasonably complex computerized data systems Work effectively as a member of the leadership team in carrying out the mission of HCOE Develop and maintain new or revised accounting systems and procedures Interpret office policies to school district personnel Effectively evaluate the performance of all staff assigned and foster a positive climate within the department Perform complex financial calculations Conduct research of laws, rules, regulations and render logical interpretation of highly technical and/or complex procedures and regulations Work well with other department and divisional personnel to ensure a positive and productive work climate within the office overall Working Conditions
As a Senior Manager, the Director is expected to be present and available during regular office hours and may be required to work evenings, weekends and holidays. The Director will primarily be working in an office environment and is expected to drive a vehicle as needed to conduct work.
Physical Demands
Hearing and speaking to exchange information and make presentations; Dexterity of hands and fingers to operate a computer keyboard; Vision to read a variety of materials; Sitting or standing for extended periods of time. Other Requirements
Must be fingerprinted and a satisfactory Department of Justice records check must be received by HCOE prior to employment. TB testing and/or risk assessment will be required upon employment.
