The Human Resources Generalist plays a pivotal role within BSECDC by ensuring that the organization has the necessary human capital and infrastructure to effectively serve children and families in the Bedford Stuyvesant community. This encompasses a wide range of responsibilities, including talent acquisition, employee development, performance management, and fostering a positive and inclusive workplace culture that aligns with BSECDC's mission and goals.


The HR Generalist's contributions are essential in creating an environment where employees feel valued, supported, and empowered to deliver high-quality services to the community. By strategically managing the organization's human resources, the HR Generalist helps BSECDC achieve its programmatic objectives and fulfill its commitment to the Bedford Stuyvesant community.


RESPONSIBILITIES:


  • Recruit potential employees via in-person fairs, social media platforms and building relationships with local colleges and community organizations.

  • Interfacing and communicating with BSECDC staff, Department of Health and Mental Hygiene (DOHMH), New York City Public Schools, Office of Head Start - Administration for Children and Families, labor union liaisons, health insurance and benefits personnel.

  • Collaborate with fiscal staff weekly and monthly on tasks pertaining to payroll, differential payments, salary increases, union dues, health insurance payment, disbursement of COLA, allocations and hiring budgets.

  • Ensuring that organization maintains compliance in accordance with DOHMH, NYC, state and federal regulations.

  • Conduct and track background checks for new-hires, existing staff, volunteers and consultants.

  • Onboard new hires in accordance with DOHMH guidelines, knowledge of required compliance documents.

  • Create new hire orientation sessions informing new hires of the organization's professional code of conduct, policies and procedures.

  • Update as needed Employee Manual following up with all relevant memos to staff in a timely manner.

  • Manage the HRIS platform via ADP ensuring accuracy of employee’s assigned PTO policies.

  • Lead, educate and execute the bi-annual Employee Performance Evaluation process.

  • Educate and partner with Policy Council members on BSECDC hiring practices, approval of new hires and the employee manual; in addition to reviewing disciplinary procedures and CBA for staff in the union.

  • Oversee monthly informational sessions pertaining to employee benefits and wellness initiatives.

  • Successfully follow up with employee incidents, complaints, FMLA, paid family leave and disability requests.

  • Review, maintain and track teaching team credentials annually in compliance with head start and DOHMH guidelines.

  • Attend monthly board and management meetings to provide relevant updates.

QUALIFICATIONS:

  • Bachelor's Degree in Human Resources, Business Administration, or a related field; Master’s Degree in Human Resources Management or a related field is highly desirable.

  • SHRM-CP or SHRM-SCP certification is a strong plus.

  • A minimum of five (5) years of progressively responsible experience in human resource roles, demonstrating a strong understanding of core HR functions.

  • Exceptional verbal and written communication skills, with the ability to communicate effectively with individuals at all levels of the organization.

  • Demonstrated experience in conflict resolution, mediation, and employee relations.

  • Strong knowledge of confidentiality, employment law, HIPPA and HR compliance regulations.

  • Proven ability to maintain confidentiality and handle sensitive information with discretion.

REPORTS TO:

  • Executive Director until COO position is filled.

REQUIRED SKILLS/EXPERIENCE:

  • HR Generalist Experience: 3+ years of experience in a Human Resources Generalist role, with hands-on experience in a wide range of HR functions.

  • HR Principles and Policies: In-depth knowledge of HR principles, best practices, and policies, including an understanding of wage and hour compliance, claims handling, employee relations, disciplinary action and separation, performance management, training and development, and benefit administration.

  • Communication Skills: Outstanding verbal and written communication skills, with the ability to build relationships, communicate effectively with diverse audiences, and deliver clear and concise messages.

  • Integrity and Confidentiality: Ability to act with the utmost integrity, professionalism, and confidentiality, maintaining the trust of employees and the organization.

  • HRIS and Talent Management Systems: Ability to quickly learn and effectively utilize HRIS (Human Resource Information Systems) and talent management systems to streamline HR processes and manage employee data.

  • Time Management and Prioritization: Proven ability to manage a high volume of time-sensitive administrative tasks, prioritize effectively, and meet deadlines consistently.

  • Proactive and Solution-Oriented: Ability to anticipate next steps, plan ahead, and face challenges proactively with a positive attitude and a focus on finding solutions.

  • Interpersonal and Organizational Skills: Excellent interpersonal, organizational, and communication skills, with the ability to work effectively both independently and as part of a team.

  • Technology Proficiency: Proficient in Google Suite and Microsoft Office Suite, including advanced skills in Microsoft Word and Excel. Experience with HR-related software and tools is a plus.

  • Adaptability and Flexibility: Ability to adapt to changing priorities and work effectively in a fast-paced environment.

  • Attention to Detail: Strong attention to detail and accuracy in all aspects of work.

PRE-EMPLOYMENT REQUIREMENTS:

  • Three (3) reference checks are required.

  • Obtain mandated reporter training certificate (every two years) and complete other required Department of Health and Mental Hygiene (DOHMH) and Head Start Performance Standards (HSPS) training.

  • Complete a full physical examination with updated TB test, varicella, tdap, and MMR (fees may apply).

  • Complete NYS Mandated Child Abuse Reporter training, in addition to other mandated health and safety trainings.

  • Ability to pass a Comprehensive Background Clearance through the following:

    • Department of Health and Mental Hygiene (DOHMH)

    • Indentogo

    • Department of Education Fingerprinting Screening

    • NYS Central Registry

    • Sex Offender Registry Clearance

    • SEL check
