Purpose This position is responsible for inspecting water distribution construction and private backflow device installations to ensure compliance with City and state regulations, standards, and best practices. Oversees plan reviews, conducts hydrant flow tests, and monitors both public and private water utility work to ensure accuracy, safety, and operational effectiveness during and after construction.

Conducts thorough inspections of backflow prevention devices to ensure they comply with state and local standards. Performs tests to ensure proper functionality and prevent contamination of the potable water supply. Records inspection results, noting any deficiencies, and provides recommendations for necessary repairs or adjustments. Oversee water distribution construction projects to ensure they meet standards, including proper installation and verification of water meters. Participate in pre-construction, final inspection, and warranty inspection meetings to ensure project compliance and address any issues. Resolve problems related to plans or differing site conditions, ensuring that all issues are addressed promptly and effectively. Witness and perform fire flow tests to ensure proper functionality and compliance with safety standards. Work with plumbers, contractors, and engineers as needed to ensure project success and compliance with all relevant standards. Conducts field inspections to ensure compliance with applicable codes, ordinances, standards, and approved project plans. Documents inspection results, maintains detailed records, and prepares reports to support enforcement, approvals, or corrective actions. Collaborates with contractors, property owners, developers, engineers, or internal departments to resolve issues and ensure regulatory compliance. Interprets and applies codes, technical specifications, permits, and construction or system plans to support inspections and enforcement decisions. Responds to citizen complaints, service requests, or emergencies by conducting inspections, assessing risks, and recommending or enforcing corrective actions. Performs other related duties as assigned. Minimum Qualifications
Requires a High School Diploma or GED and six or more years of experience in building construction, construction technology, engineering, or related field. Requires additional specialized training and certification for assigned department within (1) year of employment. The certification requirements for the position include obtaining a backflow tester certification and water distribution certification within 6 months, and acquiring a Georgia utility manager license within 1 year. Must possess and maintain a valid state driver's license with an acceptable driving history. Work Hours: M-F, 8am-5pm Work Location: Adam's Building, 20 Interchange Drive Additional Information Knowledge, Skills & Abilities:

Minimum Standards:
SUPERVISORY CONTROLS: Work is performed under the limited supervision of the Water and Sewer Administrator or the Senior Civil Engineer. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.
GUIDELINES: Guidelines include city policies and procedures; city specifications; city codes; OSHA regulations; and AWWA, ASTM, SCI, EPD, EPA, and AWS requirements. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY: The work consists of varied inspection duties. Considerable analytical ability is needed to select, evaluate, and interpret data from several sources; interpretation of guidelines, policies, and procedures is required.
SCOPE AND EFFECT: The purpose of this position is to inspect water system infrastructure. Participating with others (within and/or outside of community/agency) in program development, service delivery, and supervision of subordinate staff; moderate to serious impact. Successful performance in this position contributes to an effective and efficient water distribution system.

The employee occasionally uses tools or equipment requiring a high degree of dexterity and distinguishes between shades of color. This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.
WORK ENVIRONMENT: The work is typically performed in an office, at department facilities, or outdoors. The work requires the use of protective devices, such as masks, goggles, or gloves.
