Overview

Description The Human Resources Director oversees the planning, development, and implementation of programs and policies related to recruitment, employee relations, compensation, benefits, training, performance management, and compliance with applicable laws. This position ensures the City maintains a fair, transparent, and legally compliant workplace while supporting the organization's strategic goals and fostering a culture of professionalism, inclusion, and public service.

Responsibilities

  • Supervise the operation of the City’s human resources functions, including employee relations, career development, pay and classification, recruitment, training, and policies and procedures.
  • Ensure proper recruitment and selection of City employees, including preparation of initial recruiting information; participate in the interviewing process; perform background checks; notify applicants.
  • Orient new employees to City policies; regularly review and update the Personnel Manual; ensure policies are easily interpreted, thoroughly presented, and in compliance with local, state, and federal laws and regulations; review federal, state, and applicable City resolutions for compliance; formulate policy and procedure recommendations for consideration by City Management.
  • Assess employees’ training needs; develop and provide in-house training for employees regarding safety, performance evaluation, employment law, a drug-free workplace, supervisory development, and other trainings that benefit employees.
  • Maintain the City’s classification and compensation plan, ensure timely updates; maintain the official class specification system; assist in job description updates; communicate with payroll to ensure a timely and accurate payroll process.
  • Communicate and respond to policy, procedure, and employment law questions from department heads and employees; counsel department heads/supervisors and ensure compliance with City policies and laws affecting employment (e.g., FLSA, EEOC, FMLA, ADA).
  • Develop and maintain cooperative relationships with other City departments, outside vendors, community leaders, and the general public; attend meetings as needed; resolve problems or complaints; coordinate events for staff and volunteers.
  • Lead the City’s Benefits Committee; participate in resolving employees’ grievances, counseling employees, and resolving disputes created by personnel actions.
  • Prepare and present the annual budget and administer funds for the division; monitor expenditures to ensure budget compliance.
  • Monitor the City’s performance evaluation system to ensure consistency and timeliness of employee reviews.

Qualifications

  • Bachelor’s Degree required, preferably in Human Resources Management, Business Administration, Public Administration or a closely related field.
  • Three to five years of related professional experience.
  • Relevant HR-related professional certifications or the ability to obtain them in a reasonable timeframe.
  • Valid State-issued driver’s license in good standing.
  • A very high level of analytical skills to develop and implement mission goals, determine needs for capital expenditures, personnel, and operating budgets, and prepare special reports or analyses for jurisdiction or outside agencies.
  • An advanced level of interpersonal skills to provide effective leadership, develop cooperative working relationships with employees, senior management, elected officials, and vendors.
  • Ability to concentrate and pay close attention to detail for extended periods when reviewing, preparing, and presenting policies, reading and writing reports, or representing departments at meetings.
  • Ability to be productive in a workplace that may have frequent interruptions requiring assistance.
