The Human Resources (HR) Specialist supports core HR functions and provides professional-level service to employees, supervisors, and departments across the organization. This position is responsible for assisting with onboarding, performance management, benefits administration, employee relations, and HRIS maintenance. The HR Specialist ensures compliance with applicable employment laws, policies, and procedures, and plays a key role in supporting organizational effectiveness and employee engagement. This role requires strong attention to detail, a high degree of confidentiality, and excellent interpersonal and communication skills. This role is integral to fostering a positive workplace culture and facilitating smooth HR operations. This class works under general supervision, independently developing work methods and sequences.

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Provides day-to-day support to employees and departments in a wide range of human resources functions, including, but not limited to, benefits administration, employee relations, and policy interpretation.
  • Coordinates and processes personnel actions, such as new hires, terminations, promotions, transfers, and other employment changes, ensuring accuracy and compliance with applicable policies and regulations.
  • Assists in the administration of employee benefits programs, including enrollments, changes, and responding to employee inquiries regarding coverage, eligibility, and claims.
  • Maintains and updates employee personnel files, HRIS systems and other HR software programs to ensure accuracy, confidentiality, and compliance with recordkeeping requirements.
  • Provides guidance and support to employees and supervisors regarding HR policies, procedures, and best practices.
  • Supports the planning and facilitation of new employee orientation sessions.
  • Participates in special projects, such as policy reviews, internal/external audits, and software upgrades and implementation.
  • Administers the County’s performance management system by managing system functionality, providing user support, troubleshooting issues, and ensuring timely completion of evaluations in alignment with established timelines and procedures.
  • Ensures compliance with federal, state, and local employment laws, including FMLA, ADA, FLSA, ACA, USERRA and EEO requirements.
  • Responds to employment verifications, unemployment claims, and other external HR-related inquiries in a timely and professional manner.
  • Keeps abreast of state and federal laws and regulations affecting applicable programs.
  • Cross-trains and assists in different capacities within the department.
  • Provides customer service and completes moderate to advanced administrative functions.
  • Performs related work as assigned.

EDUCATION AND EXPERIENCE REQUIREMENTS:

  • Requires Bachelor’s degree or education and training equivalent to four years of college education in human resources, business administration, or related field.
  • Over two years and up to and including four years of related experience or an equivalent combination of education, training, and experience.
  • Must possess and maintain a valid state driver’s license with an acceptable driving history.
  • HR Certification preferred.
All applicants tentatively selected for a position with Beaufort County Council will be required to submit to urinalysis to screen for the illegal use of drugs and to a background check prior to appointment.
