The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing drinking water, managing wastewater and stormwater, and reducing pollution. DEP is the largest combined municipal water and wastewater utility in the country, with thousands of employees and a multi-year capital plan supporting operations and growth. This position is in the newly created Office of Performance and Program Management and reports to the Senior Director, Performance and Program Management.
The Senior Business Analyst will work with multiple DEP business units and collaborate with engineering and operating bureaus to shape strategic decisions through data analytics, process evaluation, and project support that align with organizational goals and drive efficiency.
Key Responsibilities
- Identify and assess business challenges, document current processes, and pinpoint inefficiencies within systems and workflows.
- Translate business needs into functional user requirements for enterprise systems, databases, and reporting solutions.
- Elicit, define, and document detailed business and system requirements to support process optimization and technology solutions.
- Lead business process analysis and redesign efforts; develop proposals to enhance efficiency, productivity, and service delivery.
- Lead, manage, and support projects, including cross-bureau initiatives, ensuring alignment with organizational goals.
- Analyze complex quantitative data sets, including operational performance indicators, to uncover trends and deliver actionable insights for strategic decisions.
- Develop data-driven narratives that synthesize cross-functional input to support decision-making and alignment.
- Produce high-quality project documentation, including proposals, scopes of work, use cases, workflow diagrams, and implementation plans.
- Apply standardized project management and analytical frameworks to ensure consistency and best practices.
- Support the Office of Performance and Program Management in day-to-day operations and office responsibilities as required.
Minimum Qualifications
- A bachelor’s degree and two (2) years of responsible full-time paid experience in information technology, methods analysis, operations research, systems analysis, financial administration, cost effectiveness, or fiscal and economic program or design evaluation; or
- A satisfactory equivalent of education and experience, with at least one year of the experience described above.
Preferred Skills
- A bachelor’s degree plus 2+ years in business administration, finance, economics, engineering, or a related field; 4+ years in business analysis focusing on analytics, workflow design, process/systems development, and business case development.
- 4+ years of experience managing projects and initiatives aligned with business objectives and strategic priorities.
- Strong understanding of the project lifecycle (planning, execution, monitoring, closeout).
- Project Management qualification (e.g., PMP Certification).
- Proficiency in Microsoft Office, including advanced Excel (pivot tables, formulas, data visualization), project management software, and Microsoft Power BI.

Salary range: $68,213.00 – $120,000.00.
