The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible. Information Technology Services (ITS) is DSS’s technology services organization. ITS's mission is to support the daily, emergent, and long-term needs of both agencies. ITS creates and enhances the technology infrastructure and computer applications that support HRA and DHS, including applications like client eligibility and recertification systems, case management systems, housing systems, employment services, revenue-producing computer matches, claiming systems, and personnel systems. ITS is recruiting for one (1) Computer Systems Manager M-III, functioning as an Executive Director, HRA Employment/Work Engagement & Child Support Systems, who will: Manage & coordinate applications programming teams involved with cross-system product (CSP) applications development and implementation, providing direction, fostering good relationships, conveying information, and promoting cooperation to achieve mutual or independent work objectives. Communicate and coordinate with DSS/HRA/DHS senior management to achieve their objectives. Develop systems and draft long-range business strategies based on program needs. Work with program areas to prioritize initiatives and projects. Coordinate and upgrade existing applications with new, cutting-edge technology to improve agency productivity by streamlining processes and systems. Meet regularly with the Assistant Deputy Commissioner of HRA Technologies and program executives to review project statuses and discuss strategies and issues. Manage the unit’s staff, consultants, and work with the Assistant Deputy Commissioner to ensure operations stay within budget. Oversee activities related to the design, development, and delivery of software solutions, working with ITS directors to implement agile work plans, evaluate performance, establish controls, and report project status. Managerial Flex Hours Minimum Qualifications
A master's degree in computer science from an accredited college or university with three (3) years of progressively responsible IT experience, including applications development, systems development, data communications, networking, database administration, data processing, or user services. At least 18 months must be in an administrative, managerial, or executive capacity. A baccalaureate degree from an accredited college or university with four (4) years of similar experience. A high school diploma or equivalent with six (6) years of similar experience. A combination of education and experience that meets the above criteria, with at least three (3) years of experience in the described areas, including 18 months in a supervisory capacity. Undergraduate credits may substitute for experience, with specific limits. Preferred Skills
Thorough understanding of DSS systems for data integrity and cross-platform development. Excellent communication and leadership skills for managing large teams. Extensive experience in leading multiple application development teams. Strong administrative, management, strategic, operational planning, and organizational skills. Deep knowledge of application development and deployment lifecycle, current technologies. Additional Information
