Job Description AECOM

is seeking a

Permitting Compliance Manager

to work in

Fresno, CA . This position is also open to

remote work ; however, the client is in California and it's expected that this individual’s working hours align with Pacific Time. This role offers a career-defining opportunity to lead construction compliance efforts on the nation’s largest infrastructure project, which is redefining transportation in California.

Overview The permitting compliance manager leads day-to-day construction compliance efforts across on the California High-Speed Rail Program. This role ensures the accuracy and quality of environmental compliance documentation, oversees issue resolution, supports permit amendments, and coordinates with regulatory agencies. This is a dynamic position that blends project management with construction compliance experience and deep regulatory knowledge—an opportunity to work at the intersection of construction, environmental planning, and stakeholder coordination.

Responsibilities

Manage and oversee permitting and compliance activity planning, delivery, and progress tracking for construction projects

Develop and implement efficient and effective permitting and compliance strategies, collaborating between various program teams

Direct the work of contracting staff preparing permit applications for construction projects

Establish and uphold clear communication protocols that facilitate timely, effective, and efficient collaboration among project team members, stakeholders, and external consultants

Ensure that project deliverables comply with Authority standards, quality expectations, and regulatory requirements

Identify and mitigate project risks, resolving issues promptly to keep projects on track

Participate in meetings with stakeholders, agencies, and multidisciplinary teams to discuss project progress and address any concerns

Provide direction and support to team members, ensuring that roles and responsibilities are clear

Gather and synthesize technical data from engineering, design, and other experts for use in documentation and decision making

Provide support for compliance activities on construction projects, including responding to potential noncompliance events, regulatory agency inquiries and requests, emergency response activities, and reporting

Supervise the preparation, review, and submittal of compliance documentation to Authority leadership and regulatory agencies

Retrieve and synthesize data to prepare reports using a proprietary database, Environmental Mitigation and Management Application (EMMA)

Perform other project management duties as requested

Qualifications MINIMUM REQUIREMENTS:

BA/BS + 8 years of experience or demonstrated equivalency of experience and/or education

PREFERRED QUALIFICATIONS:

Master’s degree in environmental studies, natural resource management, wildlife biology, anthropology, or similar area of study

Experience with high-speed intercity passenger rail or transit

Expert knowledge and experience with regulatory permitting in the state of California (e.g., Clean Water Act [Sections 401, 402, and 404], California Fish and Game Code [Sections 1602 and 2081], California Endangered Species Act, federal Endangered Species Act [Section 7], National Historic Preservation Act [Section 106])

Project management experience, including work with design-build contracting and construction processes

Demonstrated experience in wildlife biology, natural resources, or a related practice

Strong working knowledge of California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA)

Travel may be required.

Offered compensation will be based on location and individual qualifications. The expected range is $110,004.00 - $203,508.00.
