This position reports to the Associate Vice President for Federal Governmental Relations and has significant policy and fiscal implications for the UC system. Job Overview
This position has responsibility within UCOP for federal governmental relations related to higher education and research business and finance issues, including labor relations, tax, contractor management, capital assets and infrastructure, economic development, intellectual property, and student athletics. The Director of Federal Business and Finance Affairs provides support to UC FGR and may be assigned additional issue areas as needed. Responsibilities
50% Advocacy: serve as a primary advocate in Washington on higher education and research-related business and finance issues, including labor relations, tax, contractor management, capital assets and infrastructure, economic development, intellectual property, and student athletics. Maintain contact with Congress, agencies, university leadership and peer institutions. develop policy positions and legislative strategies; report on activities to UC FGR, UCOP, campuses, and stakeholders; build coalitions; draft congressional testimony and proposals; arrange witnesses; participate in congressional meetings and hearings; provide assistance to UC leadership visiting Washington; advise on issues for executive or legislative branches of government; support staff education on UC issues. 40% Outreach and Engagement: engage with federal agencies, track federal rules and regulations, draft and coordinate comment letters, and notify UC personnel about proposed regulations or initiatives impacting policy, management, or funding. Coordinate bringing UC experts to Washington for briefings and meetings; represent UC with national associations and DC entities; participate in leadership roles within national and federal higher education associations. 5% Collaboration with California state government relations to remain aware of CA issues affecting the federal portfolio. 5% Develop communications tools and materials with federal relations and university staff to advance advocacy goals. Required Qualifications
Minimum 10 years of progressively responsible experience in governmental relations, advocacy or communications. Advanced knowledge of the legislative process, including budget and appropriations processes. Knowledge of or experience with federal agencies, congressional offices, and media, or an equivalent combination of education and experience. Ability to design and implement short and long-term strategic plans for governmental relations activities, programs and events. Demonstrated ability to collaborate with diverse groups and oversee complex external relations programs and events. Advanced written, verbal, and interpersonal communication skills; ability to present information effectively to target audiences. Ability to work under pressure, prioritize multiple assignments, and meet deadlines. Ability to identify constituency concerns and address or mitigate issues. Strong research skills to gather data for publications and communicate essential points in writing and verbally. Preferred Qualifications
Advanced project management skills, including planning and executing successful events. Education: Bachelor’s degree in a related area and/or equivalent experience/training. Preferred: professional degree, law degree or graduate degree in government or public policy. Salary and Benefits
