About The Indiana Alcohol & Tobacco Commission The Alcohol & Tobacco Commission's work is defined by law and includes protecting economic welfare, health, peace, and morals of the people of Indiana; regulating the manufacture, sale, possession, and use of alcohol; and providing for the raising of revenue. Role Overview
Under the direction of the ATC Executive Director, the General Counsel exercises sound judgment in developing multiple solutions to complex problems across the agency. Working with broad guidelines, the role involves reviewing, analyzing, interpreting, and recombining complex data to create plans that coordinate disciplines, agencies, concepts, mandates, the public, the media, and elected officials. The work product will be wide-ranging, potentially affecting other state agencies, industry partners, and Indiana citizens, and possibly others outside Indiana. Travel may be required to attend events, conduct research, revise or develop plans, and assess statewide issues and response needs. The salary traditionally starts at $102,024.00 and may be commensurate with education or experience. What You’ll Do
Direct and oversee all Legal Division staff, workflow, and projects. Prepare and render legal opinions to agency leadership and management as requested. Provide legal assistance in drafting legal documents, agency policy, rules and regulations, resolutions, and related papers. Draft legislation impacting the agency and work with the Legislative Director on legislative matters, including legal analysis of pending legislation. Advise staff on agency matters; conduct legal research and prepare reports for the Commissioner and management. Review contracts as requested; manage agency litigation and coordinate with outside counsel; monitor outside counsel’s services. Keep stakeholders informed about matters likely to impact the agency; operate to provide fast, accurate, and courteous customer service to Indiana residents. Provide public-facing reports as appropriate; operate within budget constraints; lead agency enforcement programs; advise board/commission members; manage rulemaking procedures; manage matters under the Administrative Orders and Procedures Act and the Access to Public Records Act. This position is exempt from overtime; exempt employees may work more than 75 hours per pay period without additional compensation and must report minimum hours per pay period to receive base salary. What You’ll Need For Success
Ideal candidate should have: Juris Doctor (JD) degree and 5+ years of experience with admission to the Indiana State Bar. Related certifications or coursework may be considered. Advanced knowledge of laws, legal codes, court procedures, and precedents. Thorough knowledge of agency programs, public policy, and program evaluation. Ability to develop and measure program outcomes; supervise others; excellent writing and communication skills; ability to present ideas clearly in written and oral form. Ability to establish and maintain effective working relationships; promote teamwork, customer service, and cost-effective use of resources; integrity in performing job responsibilities.
