Overview
Position: Workers’ Compensation Adjudicator 6 (WCA6) – Penalty Unit Supervisor in the Self-Insurance program within the Insurance Services Division. Supervises the penalty unit, supporting employers and protecting workers by assessing and enforcing the compliance of Self-Insured Employers (SIE) and Third Party Administrators (TPA) that self-administer workers’ compensation benefits. The role contributes to the agency’s priority to "Keep Washington Safe and Working". This WCA6 – Unit Supervisor will supervise approximately 5-7 staff members, including adjudicators, a medical treatment adjudicator and support staff, acting as a subject matter expert in the resolution of complex or sensitive penalty and legal issues on claims and accounts. The ideal candidate demonstrates strong problem solving, decision making, facilitation, organizational, and communication skills, with the ability to work with internal and external customers and to ensure staff efficiently and accurately oversee the adjudication of self-insured claims and clearly explain decisions. Implements instructions, directions, changes in program policies, procedures, tasks and changes in WACs and RCWs as assigned by management. Sets clear performance goals, manages staff toward meeting goals, promotes teamwork, and provides timely feedback. Provides expert guidance and acts as a technical resource to staff, managers, and customers in resolution of complex or sensitive penalty and legal issues on claims and accounts. Identifies and manages backlogs and develops mitigation strategies to resolve backlog, production, and quality issues. Creates statistical and narrative reports to assess workload impacts on adjudicators and claim performance. Collaborates with managers, supervisors and staff from various programs on special projects/committees. Facilitates change management by assessing problems, proposing actions, and guiding others through change. Encourages long-term development of employees for technical and professional growth. And other duties as assigned. Qualifications
Required:
Successful completion of the Department of Labor and Industries Workers’ Compensation Adjudicator 2 Apprenticeship program and one (1) year of experience as a Workers’ Compensation Adjudicator 5; OR two (2) years of experience as a Workers’ Compensation Adjudicator 4; OR Bachelor’s Degree and five (5) years of experience adjudicating workers' or crime victims' compensation insurance claims or adjudication of time-loss payments, with at least one (1) year of management, leading teams, or supervising; OR equivalent education/experience. AND
Must be a Washington State Certified Claims Administrator or pass certification within the first 6 months of hire. Additional substitutions allowed: related experience can substitute for education year-for-year. Desirable:
Experience overseeing or managing self-insured claims in Washington State; experience as a lead worker, supervisor and/or trainer; experience working on projects. Supplemental Information
