Under general direction, these positions will serve as entry level Contract Specialists who apply basic knowledge and principles to closely manage procurement actions. The position is located with the District of Columbia’s Office of Contracting and Procurement (OCP), serving the Office of the Chief Technology Officer (OCTO) and works under the direct supervision of the Supervisory Contract Specialist.

Job Summary Under direct supervision, the incumbent of this position performs entry to junior level, “cradle to grave” acquisition work including planning and carrying out pre-solicitation, evaluation, vendor selection, contract administration and ensuring contractor performance in the well-established aspects of contracting. The Office of Contracting and Procurement (OCP), which manages the acquisition of billions in goods, services, and construction annually, supports District agencies and vendors through procurement services and training initiatives. Duties & Responsibilities

Develop bid solicitations, including establishing the statement of work (SOW), terms and conditions, and other requirements for basic procurements. Develop pre-negotiation positions and determine contract types and negotiation authority to be used. Evaluate bids and proposals for compliance with specifications and requirements; analyze bids and past awards to assess responsiveness and bidder responsibility. Make recommendations to senior staff regarding competitive range determinations and awarding the contract. Qualifications & Education

A 4-year course of study leading to a bachelor’s degree in any field; or at least 24 semester hours in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organizational management. One (1) year of specialized experience at the next lower grade is required. Specialized experience at Grade 7 is related to the work of the position. Some education may be substituted for experience. Licensure & Certifications

Contract Specialists in this grade are required to achieve the Office of Contracting and Procurement’s Tier I District Procurement Certification (OCPDPC I) within one year of hire; and Tier II District Procurement Certification (OCP-DPC II) within eighteen (18) months of hire. Working Conditions/Environment The work is sedentary, but there is some walking required. Other Significant Facts
