Overview
40906BR – Regional Chief Estimator, CDM Smith, in the CCI ESS Estimating group. Manages and administers the estimating functions in the assigned region, area or group to include operating budgets, staffing assignments, and work assignments. Implements established estimating policies to meet overall corporate objectives. Works with project managers to provide administrative and technical assistance in negotiating purchase orders, subcontracts, and change orders during procurement. Supervises the preparation of market cost studies, materials and methods, and recommends appropriate changes to the database. Assists region leadership by reviewing project details, providing recommendations, and collaboratively determining strategies, techniques, and resources needed. Provides coordination with design discipline leads for cost effectiveness and constructability for proposals. Ensures standardized use and maintenance of the cost database estimating system and keeps historical data for estimating man-hours and bid results by project.
Responsibilities
Review final estimates and proposal packages to ensure accuracy and completeness for formal quotation and presentation.
Contact subcontractors and suppliers for outsource pricing.
Maintain all historical data for estimating man-hours for various types of estimates (hard bid, design/build, construction management at risk, opinions of probable construction cost, etc.) and bid results by project.
Review project details and provide recommendations; collaborate to determine strategies, techniques, and resources needed.
Provide close coordination with design discipline leads for cost effectiveness and constructability for proposals.
Ensure standardized use of approved estimating systems and enhancements of the cost database estimating system.
Assist with budgets, staffing, and work assignments within the region, area, or group.
Perform additional duties as required.

Minimum Qualifications
High School diploma or equivalent.
10 years of related experience with at least 3 years in a supervisory or management capacity.
Domestic and/or international travel may be required. The frequency of travel is contingent on duties and workload.
Equivalent additional directly related experience will be considered in lieu of a degree.
Preferred Qualifications
Must reside near a regional office (Denver, CO; Rancho Cucamonga, CA; Carlsbad, CA; Dallas, TX; Houston, TX; Maitland, FL; Syracuse, NY; Fairfax, VA; Boston, MA; Chelmsford, MA).
Experience in Wastewater industry.

Skills and Abilities Knowledge of how corporate objectives impact estimating, estimating strategies and techniques, and construction contracts. Advanced knowledge of estimating techniques, cost control and material pricing. Reads and comprehends drawings and specifications and identifies missing elements during design development. Ability to perform conceptual estimates in multiple trades and review estimates across trades. Strong ability to estimate many types of projects/contracts. Excellent multi-tasking skills and ability to meet deadlines. Strong PC and estimating/on-screen digitizing software skills. Strong written and verbal communication, organizational, and interpersonal skills. Proven decision making and problem solving skills.

Pay Range Minimum: $121,368
Maximum: $212,368
Additional Compensation All bonuses at CDM Smith are discretionary and may or may not apply to this position.
