Overview The Office of General Counsel, within the Department of Justice, provides risk management, compliance, legal advice, and policy development to support Department-wide functions. The Public Records Act Unit has primary responsibility for providing legal advice and representation concerning the California Public Records Act (PRA) to the Attorney General, other state constitutional officers, all Department of Justice divisions, and various state agencies and departments. Attorneys analyze complex issues affecting access to public records, considering evolving technology and privacy considerations. Under supervision, attorneys advise on, coordinate, and handle responses to PRA requests, collaborate with staff to identify responsive records, draft or review PRA responses, provide consultation and training to ensure consistent PRA practices, and communicate with executive management and the external communications office on time-sensitive PRA matters. Opportunities may include appearing in courts throughout California at trial and appellate levels in PRA litigation matters.

Advise on PRA requests under the supervision of the General Counsel, Senior Assistant Attorney General, and a Deputy Attorney General Supervisor. Coordinate responses to PRA requests and assist in gathering responsive records with relevant staff. Draft or review PRA responses and provide consultation to Department programs and bureaus. Develop resources and deliver training to ensure consistent PRA handling practices. Communicate with executive-level management and the Department’s external communications office on time-sensitive and high-profile PRA matters. Represent the Department, Attorney General, or state agencies in PRA-related lawsuits when required. Appear in California courts at trial and appellate levels in PRA litigation matters when opportunities arise. Minimum Requirements
DEPUTY ATTORNEY GENERAL IV DEPUTY ATTORNEY GENERAL III Desirable Qualifications In evaluating candidates, the following factors will be considered: knowledge of the Public Records Act; knowledge of legal issues related to information technology; excellent research, analytical, writing, and oral-communication skills; judgment and discretion with sensitive matters; ability to manage multiple projects and meet deadlines; professionalism under pressure; ability to work independently and as part of a team; ability to maintain good client relations; ability to self-educate when faced with complex problems; interest or aptitude in handling litigation, including potentially on an abbreviated schedule and in complex, high-profile matters; strong computer literacy and research skills; exceptional organizational skills and ability to work independently and collaboratively under time constraints.
