Project Overview:

Innosoft is the prime contractor for MD Benefits (formerly MD THINK), supporting the management, design, development, testing, and implementation of this strategic Information Technology (IT) program. Maryland Benefits is seeking an agile development resource team with required skill sets to build and/or maintain the Maryland Benefits infrastructure/platform, applications development, data repositories, reports and dashboards and support activities related to network services and system operations.

The Shared Data Platform (SDP) is designed as a cloud-based, data-centric infrastructure to support scalable, flexible, and integrated data operations. It empowers self-service and accelerates data-driven decision-making across the enterprise. Key strategic goals include establishing a mature data infrastructure that balances analytics and business intelligence, enabling iterative learning and actionable insights, and fostering a "Data Center of Excellence" (DCoE) to govern and enhance data-driven processes. The SDP also prioritizes the delivery of trusted information and the streamlined onboarding of State Agencies to the Maryland Benefits platform through standardized procedures, ultimately driving operational efficiency and measurable business value. The "Data Platform - Automation" team plays a critical role in achieving these goals by supporting the "Data Platform - Engineering" team.

Duties/Responsibilities:

  • The Data Analyst serves as a computer systems expert on assignments that typically involve establishing automated systems with concern to overall life cycle structure. The position shall conduct feasibility studies from design, implementation and post-implementation evaluation from a number of possible approaches. Design criteria must be established to accommodate changes in legislation, mission, or functional program requirements.
  • Self-Service Analytics Enablement: Collaborate closely with business users, understanding their data analysis needs and providing guidance on leveraging AWS QuickSight for self-service analytics.
  • Data Visualization: Craft visually engaging and user-friendly dashboards and reports in AWS QuickSight, enabling business users to effortlessly glean insights from data.
  • User Training: Develop and execute training programs and workshops to educate business users on AWS QuickSight features, best practices, and self-service analytics techniques. Provide comprehensive training to end-users and stakeholders on AWS QuickSight functionality, offering ongoing support and guidance.
  • Data Exploration Support: Assist business users in exploring data, constructing ad-hoc queries, and generating custom reports to address specific questions or tackle business challenges.
  • Data Governance: Collaborate with the data governance team to ensure that self-service analytics align with data security and privacy policies. Work closely with cross-functional teams, including business analysts, IT professionals, and other stakeholders, to understand data requirements and deliver actionable insights.
  • Performance Optimization: Continuously monitor and optimize AWS QuickSight resources, ensuring smooth user experiences.


Requirements

Education:

This position requires a Bachelor’s degree from an accredited college or university with a major in computer science, information systems, engineering, business, or a related scientific or technical discipline; or three (3) years of equivalent experience in a related field. (Note: A Master’s degree is preferred.)

General Experience:

  • The proposed candidate must have at least eight (8) years of experience in information technology systems analysis.
  • Strong data visualization skills, creating compelling and easy-to-understand dashboards.
  • Proficiency in SQL is a must.
  • Excellent communication and training abilities. Strong problem-solving and analytical abilities.
  • In-depth knowledge of data governance and data security best practices.
  • Proficiency in data exploration and querying is essential.
  • Familiarity with data modeling and data warehousing.
  • Knowledge of data warehousing and cloud computing is a plus.
  • AWS QuickSight certification is a strong advantage.

Specialized Experience:

  • The proposed candidate must have at least five (5) years of experience in the design of business applications on complex IT systems. This position requires a broad knowledge of data sources, data flow, system interactions, advanced computer equipment and software applications, and advanced systems design techniques to develop solutions to unyielding complex problems and to advise officials on systems design and IT forecasts.
  • Key qualifications include strong project management skills, leadership abilities, effective communication, and the capacity to identify and resolve issues while adapting to changing circumstances. Significant experience collaborating with cross-functional teams, product owners, and stakeholders is essential.
  • Preferred qualifications include a technical background and experience in data and AI/ML projects. Functional experience with local or government projects in Data Services (MDM/R360/EDMS), Child Support, Integrated Eligibility, Child Welfare, Adult Protective Services, Juvenile Justice, or Health and Human Services is also preferred.
