Senior Property Manager

for the Casa De Novo site in Santa Clara County. Overview The Property Manager provides oversight to multiple sites and may have a staff reporting to them of 5 people or more. This position is responsible for ensuring decent, safe, and quality housing for vulnerable unsheltered individuals while ensuring residents are engaged in case management resources and supportive services as they live or transition into permanent housing. This role works directly with external agency partners to support client engagement and foster positive client interactions. How You Make An Impact

Staff Management Hire, schedule, train, evaluate, discipline, and terminate employees within the portfolio/project. Monitor overtime, review and approve timecards, and arrange for staff coverage as needed including during vacation and holiday periods. Provide or arrange for staff development for self and employees under supervision. Meet with staff regularly and perform annual performance reviews of direct report staff. Foster good staff relationships, cooperation, and teamwork between staff and other parts of the organization. Ensure that staff interact professionally and respectfully with residents, lenders, vendors, and other community members. Maintain communication with resident service providers and/or case managers to assist residents with housing issues and needs. Vendor Management Determine scope of work to respond to work orders, inspection deficiencies, preventative maintenance, and planned capital improvements; secure bids as appropriate. Review bids, select vendors, contract for goods and services, and oversee work within the management plan and budget; secure necessary approvals or permits. Review and approve payments to vendors for materials or services. Marketing Implement affirmative fair marketing plans for properties rented to residents. Maintain occupancy levels at targeted goals; show properties to applicants and conduct interviews; verify income and eligibility per criteria and regulatory requirements; maintain waiting lists; accept or reject applicants. Prepare marketing/occupancy reports at regular intervals. Maintenance/Housekeeping Conduct regular property inspections to ensure well-maintained, safe, clean, and attractive environments. Ensure units are ready for occupancy as they turnover; coordinate with maintenance to meet property plans and capital improvements. Coordinate with maintenance, housekeeping staff, and outside vendors to ensure work is completed safely and to professional standards. Financial/Programmatic Administration Operate property in accordance with the approved management plan, regulatory agreements, and operating budget. Prepare financial and occupancy reports such as rent rolls and turnover reports; maintain tenant records and notices; collect and record rent and other charges. Review and approve invoices; assist in budget development and variance reporting; adhere to accounting procedures. Other Property Management Tasks Provide on-call assistance during after-hours property emergencies when needed. Schedule and conduct annual property inspections; propose measures to improve fiscal performance and resident services. Other duties as assigned. How You Meet Qualifications

High school diploma or equivalent (GED) required. 3 years of progressively increasing property management experience or equivalent education and experience. Current tax credit certification, CPO/COS or IREM/NCHM designation or the ability to obtain within 6 months of employment. Use of personal vehicle with valid California Driver's License, current auto insurance, and a clean DMV record. Competencies

Excellent verbal and written communication, organizational, and time management skills. Strong analytical and problem-solving skills with meticulous attention to detail. Ability to work independently and with teams. Knowledge of affordable housing regulations (HUD, LIHTC, Tax-Exempt Bonds, HOME, CDBG, SHP, HCD, CHRP, CHFA, MHSA, AHP). Integrity, confidentiality, and ability to work with diverse populations, including persons with disabilities. Ability to analyze complex policies and regulations and exercise good judgment. Thorough knowledge of fair housing and tenant-related laws. Ability to speak, read, and write a second language (e.g., Spanish, Vietnamese, Tagalog, Mandarin/Cantonese). Proficiency in Microsoft Office and Yardi or other property management software. Ability to learn and use mobile devices and business applications. Strong communication skills and emotional intelligence with the ability to build relationships with diverse internal and external contacts.
