Gambling Commission Career Opportunity The IT Business Analyst serves as the agencys IT Business/System Analyst and is responsible for analyzing and documenting systems business requirements and developing designs that meet customer and stakeholder needs and improve existing processes. The IT Business Analyst will provide consultation and business expertise for the analysis, documentation, design, configuration, testing and implementation of applications systems agency wide. You will serve as the liaison between the business and technical teams to ensure requirements and expectations are met. You will also help stakeholders clarify their business objectives and communicate these ideas to the appropriate teams for technical solutions and to improve existing processes. As the Gambling Commissions IT Business Analyst, you will play an active role in requirements testing, validation of deliverables, and documentation, and you will participate in project governance and technology and business projects. You may lead system analysis for planning, conducting, coordinating, and monitoring software quality assurance efforts (Software Testing) and participate with other IT specialists in root cause analysis, including application of business rules, workflow issues, and internal/external interfaces. Responsibilities
Provide business and systems analysis for mission critical applications and systems for the Gambling Commissions IT modernization program. Analyze current and requested system functionality to identify risks and gaps, including providing alternative solutions and making recommendations. Independently decide the best approach to conduct analysis activities by applying BABOK techniques. Facilitate definition and elicitation of business requirements using an incremental and iterative approach (Agile methodology). Independently meet with business subject matter experts to clarify, refine, and validate business requirements. Translate business needs into business requirements documents, technology specifications, functional needs, and use cases for implementation. Convert requirements into models or diagrams using BABOK techniques (process mapping, decision tables, value streams and data flows) to describe aspects of the requirements. Serve as the primary liaison between business users/stakeholders and technical staff. Participate in project governance and technology and business projects. Lead system analysis for planning, conducting, coordinating, and monitoring software quality assurance efforts (Software Testing). Participate with other IT specialists in root cause analysis, including application of business rules, workflow issues, and internal/external interfaces. Role Details
Serve as the agencys Information Technology Accessibility Coordinator. This full-time position is located at our Headquarters in Lacey, Washington. After initial orientation to the job, telecommute options can be explored. Qualifications
Bachelors degree in computer science or closely related field OR four (4) years of demonstrated IT experience OR a combination of education and relevant IT experience. A year of industry experience could be substituted for a year of educational experience. Minimum of three (3) years of progressive experience in elicitation and management of requirements, and documenting technical and functional requirements, software specifications and system diagrams. Experience leading requirement elicitation and documentation standards in Agile and Waterfall development environments in major IT projects. Experience troubleshooting malfunctions and failures of highly complex applications and systems and participating in defining mitigation strategies. Desired/Preferred
Certification in Business Analysis (CCBA, CBAP) or other comparable BA certifications. Experience applying BABOK techniques; proficiency with SQL and requirements management tools (e.g., VSTS/TFS or similar). Supplemental Information
