Business Analyst III

to support our government customer located in

Silver Spring, Maryland . Responsibilities

Manage operational data to help achieve key results/outcomes and collect data, coordinate with stakeholders for financial performance metrics, and generate dashboards. Provide functional activities related to administration and management, including documentation and related functions that provide general project support. Prepare documents such as briefings, point papers, and meeting minutes related to status of performance. Develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services; maintain the contractors quality control program to assure work complies with contract requirements. Perform project management functions including planning, business case analysis, resource management, risk management, scope management, scheduling, and communications; ensure resources adhere to deliverables and promote repeatable best practices. Improve customer access to information via self-service; train users to leverage existing and emerging platforms; assess and improve internal process coordination; conduct capability exercises; facilitate customer engagements. Provide project management support and track efforts, status, problems, mitigation strategies, and risks associated with implementing changes. Collect, analyze, and report process improvement progress; assist with updating, tracking, monitoring, and controlling CPI, BPR, and change management schedules. Ensure activities align with strategic goals and objectives; execute all tasks in accordance with a project management plan. Coordinate process and data integration efforts and create efficiencies through process reengineering to reduce disconnects and time lags. Assist FMD Assistant Directors in preparing Monthly Resource Strategy Board (RSB) and Resource Stakeholder Engagement (RSE) briefings. Support data updates and development/presentation of financial metrics for monthly meetings (e.g., up to 25 metrics per month). Provide guidance and direction through successful performance of diverse project management tasks; supervise and assign duties to team members as directed. Interface with Government representatives on project status and issues; provide technical guidance, project planning, resource coordination, status reporting, and performance measurement. Oversee staff training and development to ensure appropriate technical resources for the project. Prepare presentations and maps to support the Financial Management Directorate (FMD), identify process efficiency recommendations, and communicate with stakeholders. Maintain Standard Operating Procedures for RSB and RSE briefings and dashboards; provide technical assistance to dashboard users across WHS and OSD. Provide data visualization, analysis, and writing support to the Directorate, prioritizing Funds Controls/Resource Management and Programming & Budgeting Divisions. Develop deliverables such as high-level briefings, slide decks, memoranda, talking points, and other materials for senior officials, Congress, OMB, and the public; design, develop, and maintain digital tools and databases (e.g., Power BI) to enhance data visualization, reporting, and analytics. Required degree/education/certification

Must hold a minimum of a Bachelors degree. Required skills and experience

Minimum of five (5) years of experience. A combination of relevant job experience and education may be considered in lieu of the degree and years of experience requirements. Desi red skills and experience

Preferred five (5) years of experience. Prior DoD experience. Proficient with MS Excel (VLOOKUP, Pivot Tables, graphs and charts) and Microsoft Office Suite. Training/experience with SQL, MATLAB, Python, Java; experience in Data Analysis or Statistics; experience with Technical Writing. Familiarity with R, SPSS, supply chain software, CRM software, B2B software, Tableau, Jira. Required citizenship and clearance
