Program Manager - Vector Control

Overview
The Program Manager-Vector Control manages and coordinates vector surveillance and abatement. This position will oversee record keeping and performance reporting inventory control. The program manager will serve as the liaison with other City Departments, coordinating the collaborative efforts for mosquito abatement and control. This position will work with GIS and is not limited to but including route planning, website updates, positive exposure mapping and reporting.
Responsibilities Determines areas where mosquito traps need to be placed to monitor population Gathers data of mosquito samples submissions to the Dept of State Health and Services for vector born viral testing Performs mosquito spraying with the use of adulticide and larvicide Spays in high mosquito populated areas that are identified and on a seasonal basis and can be done throughout the year Prepares program budget and monitors the allocation of program resources through approval of invoices, approval of supply requisition forms, and through financial needs assessments Collaborations with accounting are required to ensure appropriate use of funds and to ensure funds are available to support program goals Ensures that adequate supplies are available Documents mosquito surveillance records on paper and electronically, including adulticide and larvicide spraying efforts Maintains accurate records and documentation of chemicals for audit purposes and regulatory standards Reports are submitted to internal city departments, the Texas Department of License and Regulations (TDLR), and the Department of State Health Services (DSHS) Supervises the hiring, termination, employee discipline, and evaluation of employees for the designated division Prepares and approves payroll documentation, employee leave, employee performance appraisals, and employee competencies Provides education and materials to the City of Corpus Christi residents Responds to vector-borne disease outbreaks with timely and effective interventions and engage with community stakeholders to address concerns and promote awareness of vector control Develops weekly spraying routes and staff designation and send out news releases Answers community questions and schedule media interviews Monitors air quality programs to ensure compliance with Texas Commissions on Environmental Quality mandates and regulations
Position Type and Typical Hours of Work Exempt - Full-Time - Monday-Friday 8:00am-5:00pm Must be available to work additional hours as needed Flexibility to work evenings, weekends, and holidays is a schedule requirement In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services

Minimum Qualifications Bachelor's Degree (BA/BS) Three (3) years of experience
Licenses and Certifications
Required A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hiring
Required within six (6) months of employment Certified Pesticide Applicator License (Must always maintain License)
Employment Testing
Employment is contingent on passing any post-offer pre-employment screening as listed below: Criminal Background Check: Yes Motor Vehicle Record Check: Yes Drug Screening: Yes Physical Exam: Yes Clearing House Query: No
Basis of Rating
A recruitment consultant will evaluate all applications against the posted qualifications. The city may also conduct additional skill assessment tests, in addition to the panel interview
