OverviewAssistant Director of Employee & Labor Relations reporting to the Chief Human Resources Officer. The Assistant Director of Employee & Labor Relations provides oversight and manages the administration of HR operations related to employee and labor relations, fair practices/affirmative action, and performance management. The position identifies and proactively addresses organizational trends, and leads, designs, and implements programs, policies, and practices to ensure regulatory compliance related to human resource management. The role interfaces with employees, government agencies, and other educational institutions and serves as the primary administrator of E&LR matters in the Office of Human Resources.
Responsibilities
Work closely with the AVP/CHRO enforcing and evaluating ongoing HR policies, programs, functions, and activities. Identify and address complex and/or legally sensitive issues. Respond to employee relations issues by interpreting policies, investigating complaints, and identifying corrective actions. Complete investigative summaries and draft responses and position statements to claims. Assist managers with performance concerns, disciplinary actions, and conflict management issues. Collaborate with campus administrators, the Office of the Attorney General, and others to ensure compliance with Title VII and Title IX, ADA, and other key policies and legislation. Serve as Title IX coordinator for employees, conducting investigations, reporting compliance, and providing support in managing Title IX cases. Maintain working relationships with campus unions and act as liaison between department managers and union representatives. Administer and interpret collective bargaining agreements, ensure compliance, provide support during contract negotiations, process grievances, and facilitate labor management committee meetings. Administer FML, unemployment, and workers’ compensation processes; review liability reports, monitor program costs, and recommend policy changes to the AVP/CHRO. Evaluate reports, decisions, and results of the ELR function and make improvements as needed. Facilitate exit processes for employees and summarize findings for senior management. Facilitate administrative staff meetings and oversee HR operations related to ER and LR; participate in related meetings and seminars as directed.
Knowledge, Skills, And Abilities
Knowledge of state and federal employment and labor laws governing HR management. Knowledge of best practices and ability to drive program improvements. Knowledge of practices and protocols for conducting conversations and investigations. Analytical thinking with the ability to make decisions and solve problems. Ability to prioritize projects and conduct research; strong written and verbal communication skills. Leadership, coaching, and team-building abilities; ability to manage confidential information with integrity. Proficiency with PC applications, HRIS software, including Word, Excel, PowerPoint; Knowledge of Workday. Ability to drive change, manage complexity, influence others, promote teamwork, resolve conflict, and focus on results.
Minimum Qualifications
Bachelor’s degree in Human Resources or a related field. Seven (7) to ten (10) years of exempt-level HR management experience with demonstrated experience in employee and labor relations.
Preferred Qualifications
Master’s degree or Juris Doctorate preferred. Higher education experience preferred. PHR/SPHR/SHRM-CP/SHRM-SCP certification a plus.
