Salary : $89,024.00 - $111,259.20 AnnuallyLocation : Bernalillo, NMJob Type: Classified Full TimeJob Number: 2025-00102Division: Community ServicesDepartment: Community ServicesOpening Date: 08/20/2025Closing Date: Continuous General PurposeUnder general direction of the Community Services Director assist with day-to-day operations guiding staff with the County's Community Service programs, including but not limited to Animal Care Programs, the Community Health Programs, the Health Care Assistance Program, the DWI and Prevention Program, the Adult Misdemeanor Compliance Program, the Juvenile Justice Program, the Permanent Supportive Housing Program, the Food Services Program and all Senior Programs; oversees select staff of assigned program areas; assists the Director with budget tracking of assigned areas; monitors to ensure program compliance of assigned areas and assists with audits; drafts and manages select grants and contracts related to assigned community service programs; assists in the oversight of operations to ensure greatest efficiency of assigned areas; serves as an assistant division head with responsibility to support or act as the director in their absence; and performs other support or administrative functions as directed by the Director. Minimum QualificationsEducation and Experience:Bachelor's Degree in Business Administration, Public Administration, any of the Health and Social Sciences, or related field; four years of experience in administration and management of a major human or community services program or department or contract/grant management program including responsibility for managing, planning, and coordinating the day-to-day operations and functions of multiple programs and three years of staff supervisory, budgetary, and management responsibility; OR an equivalent combination of education and experience. Master's degree preferred.Required Licenses or Certifications:Valid New Mexico driver's license or ability to obtain a valid New Mexico driver's license within 30 days of hire. Essential Job Functions Responsible for the daily operations and service delivery of assigned programs. May assume department responsibilities in the absence of the department director. Collaborate with department staff members to develop standard operating procedures for the department within each functional area. Conducts programmatic reviews for compliance with regulatory and statutory requirements of select funding agencies for assigned programs. Reviews program outcomes, goals and objectives to ensure they are being met for assigned program areas.Provides recommendations to the Director about needs for expansion or changes to assigned program areas. Drafts and manages select grants for assigned programs and serves as a liaison between funders and staff.Plans, directs, coordinates, and reviews the work of assigned staff; assigns tasks and coordinates schedules, projects, and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations.Assists in the coordination and monitoring of select staff training.Assist with the management of workflow and the prioritization of projects and measures the performance of staff and may take appropriate corrective action when necessary.Develops or assists with developmental work plans for staff and assists with implementation and recommendation of corrective actions, discipline and termination procedures as appropriate/necessary. Assist with the financial oversight for the Community Services department, including budget development, preparation, implementation and monitoring to ensure compliance with regulatory and statutory funding requirements; monitors monthly financial information for each program; reviews potential funding opportunities and increases or decreases in grant funding with program managers; reviews and approves expenditures for each budget and program; makes budget adjustments, journal entries and line item adjustments, as needed; Assists with ensuring compliance of federal, state and county regulations and statutes including County Personnel Rules and Regulations, Worker's Compensation and Accident Reporting Requirements, and HIPAA.Participates on multiple county boards or councils.Performs other job-related duties as assigned.
