Job Title: Senior Business Analyst Duration: 2 years Location: JERSEY CITY, NJ

Description of Services

The Engineering Department, Operations Division - Engineering Solutions Unit (ES) Application Management group supports project delivery and reporting through consultation, development, testing and implementation of system applications and workflows.

The group maintains and supports various Engineering Department platforms and acts as the department's liaison with the Technology Department.

The Engineering Solutions Unit is seeking an individual to fill an

on-site position for Senior Business Analyst , as outlined below.

Consultant Services

Services to be performed by the candidate may include, but shall not be limited to, the following:

Gather intelligence from subject matter experts and administrators about needs and future improvements. Assist in eliciting, documenting, and analyzing requirements for software projects, including: Conducting stakeholder interviews Running workshops Analyzing existing documentation

Work closely with system owner and end users to assess their current software development processes and identify areas for improvement and optimization. Analyze workflows Identify bottlenecks Recommend strategies to streamline processes and increase efficiency

Manage change request and define the change implementation with steering committee. At the direction of the Authority and in coordination with the Application group Project Manager: Collaborate with in-house/off-site development team to translate business requirements into detailed functional specifications. Document user stories, use cases, and acceptance criteria. Guide the development team in building applications/workflows that meet the business needs. Applications/workflows include in-house full-stack developed web application in .Net/React framework, and no-code/low-code solutions built in enterprise platforms (Microsoft SharePoint, Microsoft Power Platforms, OpenText Content Server, and eBuilder).

Develop, enhance and maintain Power BI reports and SQL Server Report Services (SSRS) for Engineering applications. Help to prioritize requirements based on business value, risk, and feasibility. Assist in defining a comprehensive quality assurance and testing strategy to ensure the application/workflow meets quality standards and fulfills business requirements. Define test plans and test cases Develop automation test scripts Conduct testing activities Collect test user feedback Perform code compliance review

Prepare user guide, user training material, and provide in-person/online user training. Provide general Engineering help desk support as a member of the Apps Support Team. Education, Qualifications, and Experience

To be considered for the services the candidate must demonstrate the required education, technical qualifications, experience, and soft skills outlined below:

REQUIRED Education, Technical Qualifications and Experience

Must possess a bachelor's degree from an accredited college, and Minimum 3 years strong demonstrated experience in Business Analysis for full stack web application development project, and Minimum 2 years solid demonstrated experience in Business Analysis for online/in-house hosted third party enterprise platform application development, and Minimum 2 years solid demonstrated experience in database querying and data profiling in a Microsoft SQL Server environment, and Minimum 1 year solid demonstrated experience with data ETL process using Microsoft SQL Server Integration Services (SSIS), and Minimum 1 year solid demonstrated experience in report development and support using Microsoft SSRS, and Minimum 1 year solid demonstrated experience in report and dashboard development and support using Microsoft Power BI, and Minimum 1 year solid demonstrated experience in system workflow and diagram design and documentation using Miro or Microsoft Visio, and Minimum 1 year solid demonstrated experience with version control and task management platform Azure DevOps, including build/deployment pipelines and CI/CD processes, and Minimum 1 year solid demonstrated experience with API testing tools (e.g., Postman) and automated testing tool (e.g., Playwright, Pytest), proficiency in Python, PowerShell or C# to write test scripts, and Demonstrate proficiency with SDLC methodologies and understanding of programming logic (e.g., conditional statements, loops), and Ability to analyze and interpret data flow diagrams, ERDs, and integration points between systems, and Demonstrate proficiency with Microsoft Office 365 Suite (Word, PowerPoint, Excel) and Adobe Acrobat Pro. REQUIRED Soft Skills

Strong system analysis skills - able to produce concept/scope documents, use case and system requirements documents, and Excellent analytical and conceptual thinking skills, and Excellent oral, written and communication skills, and Self-motivated with the ability to prioritize multiple tasks, meet deadlines, and manage changing priorities. Preferred Technical Qualifications and Experience

Below are preferred technical qualifications and experience, but not required:

Experience with UI/UX design in Figma or similar platform is highly preferred. Demonstrate proficiency in Enterprise Content Management solutions such as OpenText and SharePoint. Experience with administrating Azure File Share permission in hybrid environment is preferred. Experience working with eBuilder is preferred. Experience working with support of construction industry project management, document management and financial reporting systems. Knowledge of DocuSign. Experience working with large public government agencies or utility organizations, a plus.
