Under the administrative direction of the Division Director, the Environmental Program Manager II (EPM II) will plan, organize, and direct the activities of the Plant Pest Diagnostics Branch (PPDB). These activities include performing environmental analyses on a wide variety of potentially invasive plants, and plant pests and diseases found in California's agricultural and natural environment. The EPM II will advise the Division Director, Deputy Secretary and Secretary of Agriculture on program and policy matters and attend and give briefings at industry advisory board meetings, and California Agricultural Commissioners and Sealers Association meetings; and attends other meetings to provide advice on issues related to improving the environmental health and sustainability of California's agricultural and natural resources.
Formulate and administer environmental policy by planning, developing, and directing environmental plant and plant pest diagnostics.
Develop policies and proactive strategies to respond to emerging environmental threats in order to continue to meet the Department's mission of protecting California's environment and natural resources and to protect California's sensitive agricultural and water concerns..
Advise Division Director, Deputy Secretary, Undersecretary, and Secretary of Agriculture on program and policy matters and develop and apply administrative policies and procedures in relation to branch activities.
Meet with the Division Director and Executive Staff to develop strategic plans and long-term goals for the Branch and the Division to be integrated into the Department's overall strategic plan.
Draft and recommend laws and regulations concerning current and future environmental pest control issues; cooperate with the Department's Executive Office in legislative activities including preparation of legislative proposals, bill analysis, enrolled bill reports, etc.
Participate with state and federal agencies, county agricultural commissioners, and various industry professionals to plan, develop and anticipate the needs for various collaborative programs on environmental issues.
Provide statewide direction, develop program objectives, establish standards and provide oversight to the five programs within PPDB.
Plan, allocate, and monitor the Branch budget by studying past trends, future expectations, and available resources; in order to identify and provide recommendations for implementation of administrative issues and problems;
Oversee the development of budget change proposals; forecast future revenues and expenditures; and prepare monthly status reports to the Director.
Represent the Branch and CDFA by attending and participating in various conferences and meetings with representatives of other states, California state agencies, Federal agencies including the USDA; and county agricultural commissioners.
Provide oversight and planning for the program's future needs for new state-of-the-art equipment and instrumentation and provide recommendations for implementation in order to ensure program is meeting its missions to provide effective support to California's ever increasing sensitive environmental concerns.

Working Conditions
The duties of this position are primarily conducted indoors. The incumbent's workstation is equipped with standard office furnishings, a computer, a telephone with voicemail, and stationary filing drawers and bins.
Incumbents must be able to establish and maintain effective working relationships with those contacted during the course of the work; work well under pressure, make appropriate decisions and well thought out recommendations, work independently in completing assigned work, and meet required deadlines. Travel by State vehicle or other public transportation systems to various locations throughout the State may be required on an occasional basis.
