Development Project Manager (MPC)- Houston, TX

Job Summary:

As an MPC Development Project Manager, this role provides end-to-end project management across planning, design, construction, and closeout phases, ensuring alignment with schedule, budget, and quality standards. It involves coordinating design reviews, procurement, and permitting while implementing rigorous project controls for documentation, cost tracking, and reporting. The position oversees on-site construction activities, contractor performance, safety compliance, and quality assurance through regular inspections and progress monitoring. It also manages contract administration, including pay applications, change orders, and stakeholder communication with internal teams, public agencies, and community members.

Duties/Responsibilities:

Project Management & Oversight Act as the

owner's primary representative

throughout planning, design, and construction. Develop and maintain the

master project schedule

with milestones and critical path tracking. Monitor

budget performance , provide cost forecasts, and flag potential overruns early. Establish and enforce

project controls

for reporting, documentation, and approvals. Design Phase Services

Review and provide input on

engineering designs, drawings, and specifications

for constructability and compliance. Coordinate with agencies, utilities, and permitting authorities. Support procurement strategies for contractors, subcontractors, and suppliers. Assist in preparing

bid documents , evaluating proposals, and making award recommendations. Construction Phase Services

Conduct

pre-construction meetings

and ensure contractor mobilization aligns with project requirements. Provide

on-site observation

and regular field inspections to verify quality, safety, and adherence to plans. Track contractor progress against the schedule and report deviations. Review

RFIs, submittals, shop drawings , and material certifications. Evaluate and recommend action on

change orders, claims, and disputes . Cost & Contract Administration

Maintain

budget tracking

and provide monthly cost reports. Validate contractor pay applications before owner approval. Monitor compliance with contract requirements, insurance, and bonding. Negotiate and document contract modifications when required. Quality Assurance & Safety

Oversee testing and inspections to ensure compliance with standards and codes. Conduct regular

safety audits

and verify contractor adherence to safety plans. Identify and mitigate risks before they affect schedule or quality. Stakeholder & Communication Management

Act as liaison between the owner, contractors, engineers, and public agencies. Provide

regular status reports

and presentations for executives or boards. Facilitate

public meetings and community outreach , if required. Closeout & Post-Construction

Verify completion of punch-list items. Ensure delivery of

as-built drawings, O&M manuals, warranties, and permits . Manage project

closeout documentation

and final payment approvals. Support warranty period monitoring and dispute resolution. Qualifications:

Bachelor's degree required in a related degree. 5+ years of experience in home building, multifamily and/or build to rent required. 2+ years of management experience preferred. PMP preferred not required. Experience with MUDs or other special districts preferred Excellent organization, coordination, and project management skills. Excellent communication and interpersonal skills. Proficiency in Microsoft Office Suite and Project Management software. Ability to manage multiple projects simultaneously and prioritize tasks effectively. Essential Functions:

Typical work schedule, Monday through Friday, and after hours as requested. Ability to access, input, and retrieve information from a computer and/or electronic device. Excellent organization, coordination, and project management skills. Lift or move items up to 25 pounds. Ability to walk, sit or stand for long periods of time. Reliable transportation that meets job responsibilities Valid Texas Driver's License Maintain at least minimum car insurance required by Texas law Ability to communicate effectively through written and verbal communication in English.
