About the Role Ironclad Defense Works (IDW) is seeking a highly qualified professional to serve as
U.S. Liaison Officer to the U.S. Congress , supporting NATO Allied Command Transformation (ACT). This forward-deployed position in Washington, D.C. ensures that ACT maintains strong visibility, situational awareness, and relationships within the U.S. legislative environment. The officer will represent ACT's priorities, monitor defense-related legislative developments, and engage with Members of Congress, staffers, committees, and policy influencers on Capitol Hill. This is a unique opportunity to support NATO's transformation agenda at the highest levels of U.S. defense policymaking. Key Responsibilities
Monitor and analyze U.S. defense budget cycles, appropriations, and authorizations, providing actionable reporting on implications for NATO. Track Congressional reforms, debates, and hearings with direct relevance to NATO's mission, including U.S. posture in Europe and burden-sharing discussions. Maintain and expand professional relationships with Members of Congress, staffers, and relevant committees to increase ACT visibility and influence. Provide strategic briefings to ACT leadership on emerging legislative trends, risks, and opportunities. Support ACT delegations, visits by senior NATO officials, and congressional engagements in Washington. Represent NATO ACT at policy events, hearings, conferences, and networking activities. Coordinate with U.S. executive agencies, allied embassies, and NATO headquarters to ensure consistency of messaging. Required Qualifications
Master's degree (or higher) in Political Science, International Relations, Economics, Law, or related field. Minimum 2 years proven professional experience working with or within the U.S. Congress, particularly in defense, appropriations, or foreign policy. Demonstrated success in government relations, legislative portfolio management, or congressional liaison roles. Exceptional written and verbal communication skills, with proven ability to brief senior leaders and policymakers. Strong expertise in U.S. defense policy, international security, and political-military affairs. In-depth knowledge of U.S. congressional processes (authorization and appropriations cycles). Active U.S. Secret (or higher) security clearance. U.S. citizenship required. Desirable Qualifications
Previous experience with NATO, U.S. Department of State, or U.S. Department of Defense. Familiarity with NATO's transformation agenda and multinational defense planning.
