Rate: $60 to $65 per hour

Description

We are seeking a Senior Business Analyst (Level III) with extensive experience leading large-scale IT modernization projects. The ideal candidate will have strong expertise in financial systems, complex transaction processing, and regulatory compliance. This role requires advanced skills in requirements gathering, business process modeling, and documentation, as well as the ability to analyze legacy systems to extract and document embedded business rules. Experience with Child Support Services systems and financial reconciliation in government programs is highly desirable.

Mandatory Qualifications

1. Level III: More than seven (7) years of experience working on complex projects with at least two (2) years in a leadership role as a Business Analyst.
2. 7+ years of experience as a Business Analyst on large-scale IT modernization projects, with expertise in financial systems.
3. 5+ years of experience in requirements gathering, process mapping, and documentation for complex financial transactions, payment processing, and reconciliation.

Desirable Qualifications

1. 3+ years of experience as a Business Analyst on Child Support Services systems.
2. Experience analyzing COBOL, ECL, DMS/RDMS, or related mainframe technologies to document embedded business rules.
3. Familiarity with federal and state policies impacting child support distribution, reconciliation, and financial reporting.
4. Bachelor's degree in Computer Science, Information Systems, or a related field.
5. Experience with compliance requirements such as audit trails, financial integrity checks, and regulatory reporting needs in child support programs.
