Wyoming State Shooting Complex
Position Overview
The Chief Executive Officer (CEO) will serve as the senior executive for the Wyoming State Shooting Complex, overseeing all planning, development, construction, operations, fundraising, and public representation efforts on behalf of the Joint Powers Board (JPB). This individual will be responsible for guiding the complex from early development through launch and long-term operation, ensuring the facility is nationally recognized, locally supported, and professionally managed. This role requires strong leadership, political and public credibility, financial acumen, and a deep understanding of both public-sector governance and the shooting sports community. The CEO will act as the public face of the organization and a key liaison to donors, legislators, government agencies, contractors, and the community. Key Responsibilities
Strategic Leadership & Oversight
Lead all aspects of project execution and long-range strategic planning Work closely with the Board and committees to implement vision, policies, and priorities Direct daily operations of the organization and manage future staffing structures Represent the JPB in all official matters unless otherwise delegated Project Management & Facility Development
Oversee all aspects of construction and project management, including scope, schedule, budget, and contractor coordination Serve as the primary point of contact for the Building & Design Committee Chair Ensure timely delivery of all construction and infrastructure milestones Manage consultant teams including architects, engineers, and legal counsel Attend and contribute to all Board committees, including: Governance and Contracts, Marketing and Public Information, Complex Design, Fundraising, Infrastructure Development, and Operations Planning Maintain communication with the State Oversight Task Force and the future State Advisory Committee when formed Operations & Administration
Build and supervise internal administrative systems and staff Oversee scheduling, vendor management, insurance, compliance, and safety protocols Ensure policies comply with federal, state, county, and municipal regulations Fundraising & Financial Management
Lead fundraising, sponsorship, and donor engagement efforts in collaboration with the Fundraising Committee Develop and manage multi-million dollar budgets, in coordination with the Treasurer Oversee grant applications, fund tracking, and public/private financial partnerships Public Representation & Advocacy
Act as the public face of the Wyoming State Shooting Complex Represent the complex at public events, community meetings, and before government bodies Engage actively in legislative matters affecting the facility and shooting sports in Wyoming Cultivate positive working relationships with local governments, law enforcement, regulatory bodies, industry leaders, and civic organizations Governance & Accountability
Support board operations by preparing agendas, reports, and strategic recommendations Facilitate communication across Board committees and ensure compliance with Joint Powers Act requirements Participate in annual performance reviews with the Board and execute measurable objectives Required Qualifications
Bachelor’s degree or higher in public administration, business, nonprofit management, or related field 7 years of progressive leadership experience, including at least 3 years at the executive level Proven ability to manage large-scale, multi-stakeholder projects, especially in capital construction or public infrastructure Demonstrated experience working with or reporting to public boards, commissions, or elected officials Strong knowledge of Wyoming regulatory processes, government operations, and intergovernmental coordination Experience managing budgets exceeding $500,000 including working with accountants, treasurers, and auditors Excellent interpersonal, written, and public speaking skills across diverse audiences Ability and willingness to relocate to or reside in Park County, Wyoming Preferred Qualifications
Master’s degree in a relevant discipline Experience with Joint Powers Boards, special districts, or quasi-governmental organizations Background in shooting sports, firearms safety, or Second Amendment advocacy Prior experience with legislative advocacy, lobbying, or public policy work in Wyoming Grant writing or capital campaign experience Familiarity with outdoor recreation, public-private partnerships, or facility management Required Credentials & Expectations
Must have or be willing to obtain certification in firearms safety and range operations Must be capable of engaging with firearms organizations, shooting sports programs, and Second Amendment stakeholders Must operate with integrity, transparency, and the ability to lead in a highly visible, politically aware public environment Will undergo annual performance evaluations with measurable objectives reviewed by the Board Compensation & Start Date
