Overview
Public Affairs Specialist role at DC Department of Human Resources, Office of Planning (OP). OP has lead responsibility for planning the long-term growth of the District of Columbia and provides the vision, framework and principles that guide land use change, growth, and development of an equitable and vibrant city. OP undertakes citywide and neighborhood planning and engagement; urban design and development review; historic preservation; mapping and data analysis; and serves as the official Census State Data Center. OP is the steward of the District’s Comprehensive Plan, which advances housing, economic recovery, racial equity, resilience, and coordination of public resources and civic infrastructure. The position functions as Public Affairs Specialist responsible for identifying communication needs; developing informational material that informs appropriate publics of the organization’s policies, programs, services, and activities; advising management on the formulation and articulation of organization policy; and designing, executing, and evaluating the information programs that communicate organization policies, programs, and actions to various pertinent publics. Responsibilities
Plan, initiate, and implement comprehensive public affairs campaigns to enhance understanding of the organization’s programs and OP’s mission and functions. Advise OP’s senior team on public and media reactions to proposed policy statements or organizational actions. Formulate and recommend policies, programs and procedures governing information functions related to the work of OP. Develop and disseminate a wide range of information and data concerning the nature and objectives of organization programs, employing all types of media outlets. Prepare and/or draft content for press releases, speeches, internet materials for the general public or specific stakeholder groups, information about programs and/or services, comments for proposed local regulations, and/or recommendations impacting program delivery. Create content for websites, blogs, electronic newsletters, fact sheets, brochures; develop social media campaigns and other digital products. Coordinate, generate, and manage digital information; create an online presence through digital media software and visual communication tools. Develop appropriate communication channels, techniques, and strategies for disseminating information to hard-to-reach audiences. Implement strategies to assess the performance and effectiveness of public information programs and social media activities in relation to organizational goals. Foster and maintain relationships with internal and external stakeholders, including public information officer partners in District and Federal government organizations to promote awareness of the City’s programs and services for residents. Qualifications & Education
Specialized experience is experience directly related to the position and sufficient to perform duties. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression. An undergraduate degree in public relations, marketing, communications, or a degree providing at least 24 semester hours in one or more of the fields identified above is preferred. The work is primarily performed in an office setting with periodic outdoor site visits and presentations. Considerable pressure to meet deadlines. Other Significant Facts
