Overview
The Chief Information Officer (CIO) serves as a senior executive leader responsible for setting the strategic direction and overseeing the development, implementation, and management of college-wide information technology (IT) systems, including enterprise resource planning (ERP) platforms. In alignment with the College’s mission and strategic priorities, the CIO provides vision and leadership to create a comprehensive, innovative, and secure technology environment that supports both academic and administrative operations. The CIO offers a culture of collaboration, service excellence, and continuous improvement, working closely with institutional leadership, faculty, staff, and students to ensure that technology initiatives enhance student success, operational efficiency, and institutional effectiveness. As an ongoing collaborative partner with all divisions, the CIO is accountable for user satisfaction, timely service delivery, and transparent communication about IT initiatives. Specific Job Duties Strategic Leadership & Planning
Implement IT goals and initiatives outlined in the College’s Strategic Plan and other institutional planning documents, as approved by the President.
Collaborate with senior leadership to align IT strategies with institutional priorities and long-term goals.
Serve as a strategic advisor on technology trends, digital transformation, and enterprise-wide system integration.
Technology Operations & Infrastructure
Oversee the planning, development, and support of college-wide information systems, infrastructure, and enterprise applications.
Lead the implementation, optimization, and continuous improvement of the College’s ERP system to support instructional and administrative operations.
Periodically review and recommend hardware and software standards to ensure compatibility, sustainability, and security.
Governance & Collaboration
Work closely with academic, student affairs, and administrative leaders to assess technology needs and identify emerging solutions that enhance services, support institutional goals, and improve responsiveness to change.
Build and sustain strong relationships across all divisions to anticipate needs and deliver timely, user-centered technology solutions.
Establish and lead IT governance committees, as needed, to guide policy development, strategic planning, and resource allocation in alignment with institutional priorities.
Create and facilitate cross-departmental committees to monitor IT initiatives, ensure alignment with operational and academic needs, and proactively address system-wide issues.
Implement ongoing feedback mechanisms with faculty, staff, and students to ensure that IT priorities are informed by real-world needs and that services continuously adapt to evolving expectations.
Communication & User Support
Provide clear and regular communication regarding IT services, project progress, and system changes to all College stakeholders.
Offer consultative support to departments, ensuring IT services are aligned with user needs and institutional goals.
Promote transparency and accessibility of IT services across the campus community.
Establish feedback channels and support mechanisms that encourage continuous input from faculty, staff, and students to inform service improvements and ensure high user satisfaction.
Develop and publish service level agreements (SLAs) and IT performance dashboards to ensure transparency and accountability in service delivery. Conduct regular user satisfaction surveys, share results with institutional leadership, and provide clear action plans to address identified areas for improvement.
Resource Management & Budgeting
Develop and manage the IT department’s operational, tactical, and lifecycle budgets, exploring cost-saving measures and funding opportunities.
Prioritize technology resources and expenditures in alignment with institutional and IT strategic plans.
Maintain comprehensive documentation and inventories to support financial planning, compliance, and operational efficiency.
Staff Development & Supervision
Perform all personnel management functions for the IT/MIS department, including hiring, supervision, evaluation, and professional development.
Develop and maintain an annual training plan and budget to ensure continuous technical growth for IT staff and system administrators.
Foster a culture of innovation, accountability, and service excellence within the IT team.
Security, Compliance & Data Integrity
Ensure the security, integrity, and confidentiality of all institutional data and IT systems.
Maintain and regularly test backup and disaster recovery protocols for all critical systems.
Establish and enforce IT policies, procedures, and governance frameworks to support operational effectiveness, regulatory compliance (e.g., FERPA, HIPAA), and risk mitigation.
Performance Management & Continuous Improvement
Compile and evaluate department performance metrics related to service quality, productivity, and cost.
Identify and implement process improvements based on data analysis and user feedback.
Promote the adoption of lifecycle and continuous improvement models across all IT/MIS operations.

Required Qualifications
Bachelor’s degree in Computer Science, Management Information Systems, or a closely related field.
A minimum of seven (7) years of progressively responsible experience in information technology.
At least three (3) years of managerial experience demonstrated in a higher education setting, including direct supervision of a Management Information Systems (MIS) department.
Demonstrated commitment to the open access mission of community colleges and contribution to a culture of student success.

Preferred Qualifications
Advanced degree in an information technology-related field.
Proven leadership in information technology with a comprehensive understanding of a wide range of technologies—from infrastructure and systems architecture to digital information management.
Demonstrated experience in the design, development, and implementation of integrated Enterprise Resource Planning (ERP) systems to support academic and administrative operations in a higher education environment.
Knowledge of Information Technology Infrastructure Library (ITIL), IT Service Management (ITSM), and principles of lifecycle and continuous improvement methodologies.
