Naval Sea Systems Command’s (NAVSEA) Program Executive Office (PEO) Unmanned and Small Combatants (USC) (PEO-USC) Program Manager Ships 340 (PMS 340) Naval Special Warfare (NSW) manages Department of Defense (DoD) acquisition programs for Naval Special Warfare Command (WARCOM) and the United States Navy (USN). The Senior Analyst serves as a technical subject matter expert (SME) and program analyst primarily supporting the Navy Airborne Operations Program (NAOP). They will also provide logistical management support and programmatic, technical, and administrative assistance with the PMS 340 USN service common parachute and air delivery systems programs. Tasks are performed remotely with occasional in-person meetings at the Washington Navy Yard, D.C. and other locations as directed by the PMO. Responsibilities
Act as a technical SME and program analyst to support NAOP In-Service Engineering Agent (ISEA) related work within a team. Investigate fleet product quality and system reliability concerns. Support quality assurance inspections and design evaluations. Provide system familiarization and functional application expertise to the Engineering Support Team. Research, assess, and draft Safety Assessments and Safety Confirmations. Analyze equipment malfunctions and assist with engineering investigations. Draft and maintain official NAOP correspondence. Participate in Safety Investigation Boards, as needed. Support NAOP Technical Direction Agent (TDA) related work. Develop and manage Technical Data Packages (TDP) for airborne operations systems approved for Navy use. Develop and maintain Technical Manuals (TM) and Maintenance Plans (MPs). Support NAOP Integrated Logistics Support Agent (ILSA) related work. Develop and maintain Life Cycle Support Plans (LCSP). Develop and maintain the US Navy Airborne Operations Equipment Authorized for Navy Use (ANU) List. Support NAOP Configuration Management Agent (CMA) related work. Qualifications
Ten plus years active engagement with and support to airborne forces and equipment. US Navy Parachute Rigger (NEC 7353 or 773A) or DoD-Service equivalent (USMC MOS 0451, USA MOS 92R, USAF AFSC 1P0). DAWIA Program Management (Practitioner and/or Advanced), or Project Management Professional (PMP) certification, or COR/TPOC experience. Navy premeditated parachute systems Quality Assurance Inspector. Military Free Fall (MFF) or Advanced Free Fall (AFF) Instructor. Military Free Fall Jump Master (MFFJM). Parachutist Oxygen Systems Maintenance Technician. FAA Master Parachute Rigger rating. Mishap Investigator. Operational Test and Evaluation (OT&E) experience. Helicopter Rope Suspension Techniques (HRST) Master. Proficient in Microsoft Word, PowerPoint, Excel, and Outlook. Note: Required years of experience may be cumulative. Deliverables
All deliverables will comply with PMS 340 and PEO USC requirements. PMS 340 will have thirty days to review all deliverables from the contractor. Incorporate all comments and resubmit deliverables for approval. Deliver data, reports, and briefings to PMS340 as required. Security Clearance
Active Secret Clearance. Work Schedule
Remote Occasional in-person meetings at the Washington Navy Yard, D.C. and other locations as directed by the PMO. Travel
Travel is required for this position. Travel will be to CONUS and OCONUS locations and may include remote or isolated sites. You must be able to sit/stand for extended periods. Compensation and Benefits
The projected compensation range for this position is $100-110,000. There are numerous factors that can impact a final salary/hourly rate including, but not limited to, relevant work experience, skills and competencies that align to the role, work location, education/certifications, and a contract\'s Labor Categories.
