Under the supervision of the Senior Group Manager, Facilities Construction is responsible and accountable for the quality of work performed by consultants and contractors providing services to the Authority, as well as on-site administrative and technical management of the construction phase of Pittsburgh Water's vertical facilities (e.g., water treatment plant, pump stations, storage tanks, reservoirs, warehouse, etc.).
RESPONSIBILITIES • Manage construction for the Authority's Facility projects by overseeing consultants and contractors and ensuring projects are constructed in accordance with design, budget, and schedule. • Continually monitor and evaluate changes that substantially impact a project's scope, budget, and/or schedule; recommend, negotiate, and implement approved contract change orders. • Ensure all on-site personnel comply with project contract documents, safety program requirements, work rules, etc. Document all violations; notify consultants and contractors, recommend/implement corrective actions as required. • Ensure approval and implementation of quality assurance/quality control plans; focus on the scope, constructability issues and material deliveries, ensuring alignment with project scheduling requirements. • Evaluate and approve selected consultants and contractors. • Assist in developing policies, procedures, and templates, or cash flow projections, as needed. • Maintain records and prepare accurate reports, correspondence, etc. as requested or required. • Supervise, evaluate, coach, mentor, train, discipline, and motivate staff and contractors. • Manage area of responsibility in strict accordance with applicable laws, professional standards of conduct and regulations. • Performs other duties as assigned.
KNOWLEDGE, SKILLS & ABILITIES • Ability to manage construction sites, and the laws and regulations that govern construction projects. • Strong management skills (planning, organizing, analysis, and problem solving). • Proficient in supervising and directing the work of assigned professional, and technical personnel; plan, monitor and evaluate the work of self and Pittsburgh Water consultants. • Ability to manage and prioritize a heavy workload while meeting deadlines. • Possess sound judgement, logical reasoning, integrity, and good ethics. • Establish and maintain effective working relationships with one's supervisor, colleagues, outside agencies, government officials, community representatives, and the public. • Proficient in Microsoft Office Suite, the ability to operate a personal computer and other office equipment as required. • Practice conflict management and possess the ability to communicate effectively, both orally and in writing.
EDUCATION / EXPERIENCE REQUIREMENTS

education/training/experience required to qualify for this job. An equivalent combination of education and/or experience may be accepted. • Bachelor's degree in civil engineering, construction management, or a closely related field; advanced degree preferred. • Minimum of Ten (10) years construction management and/or craft supervision experience in municipal facilities, commercial, higher education, healthcare and or industrial projects
GENERAL REQUIREMENTS
Applicant must present a current, valid Class C (Class 1) PA Motor Vehicle Operator's License at the time of application or prior to appointment. A valid driver's license must be maintained throughout employment.
Applicant must have permanent residency within one of the following Pennsylvania counties at the time of appointment and remain a resident within one of the noted counties throughout employment with the Pittsburgh Water: Allegheny, Armstrong, Beaver, Butler, Fayette, Greene, Lawrence, Indiana, Washington, or Westmoreland.
SUPERVISION EXERCISED / RECEIVED
No direct reports upon initial hire / May have direct reports in the future / Will receive supervision directly from the Senior Group Manager, Facilities Construction.
