Senior IT Business Analyst Location

This position serves as the expert Senior IT Business Analyst for MDOC's mission critical application - Corrections Offender Management System (COMS). The candidate collaborates with MDOC clients and DTMB professionals to develop requirements, analyze data in support of the COMS project, make recommendations for process and business flows, and develop a consensus on both business and system requirements. The role leads data cleansing activities and supports forward bridge integrations with an outside vendor. The candidate establishes action plans, completes impact analysis, and implements test strategies. Experience managing a large data cleansing effort is required. The role also serves as a liaison to the vendor hosting the application and as an IT system owner representing the agency for impact and strategic planning. The candidate engages with the MDOC to clarify new system data requirements and project task priorities, and communicates issues and risks to COMS project leadership. Other duties as assigned. Responsibilities
Lead the MSIT Business Analyst activities for the COMS project, including data cleansing and vendor bridge integrations. Collaborate with MDOC clients and DTMB professionals to develop requirements and analyze data to support COMS. Recommend improvements to business processes and workflows; build consensus on business and system requirements. Establish action plans, perform impact analysis, and implement test strategies. Manage a large data cleansing effort and serve as liaison to the vendor hosting the application. Represent the agency in impact and strategic planning for IT systems. Engage with MDOC to clarify data requirements and prioritize project tasks; escalate issues and risks to project leadership. Participate in procurement activities and large DTMB IT projects from initiation through vendor selection to implementation as appropriate. Conduct data/requirements gathering sessions (e.g., JAD/JAR) and document outcomes; drive action items to closure. Prepare project analysis artifacts (swim lanes, sequence diagrams, use cases) and support documentation. Knowledge, Skills, and Abilities
Knowledge of business analysis methodologies and process modeling. Knowledge of IT project planning, development, and implementation with the ability to apply that knowledge to the development of requirements and RFP narratives. Knowledge of project management methodologies (e.g., PMI) and related practices. Knowledge of the Software Development Lifecycle and methodologies (e.g., Agile, CMMI). Knowledge of business process re-engineering principles. Knowledge of computer programming, data modeling, and object-oriented programming concepts; familiarity with application development environments and tools. Experience in estimation, planning, and forecasting of projects. Experience documenting and gathering business, functional, or technical requirements for software projects. Ability to prepare oral and written reports and presentations. Advanced proficiency with MS Office applications, MS Project, Excel, and Visio. Ability to draft requirements for RFPs and participate in IT procurement projects from initiation to implementation. Ability to conduct data and requirements gathering meetings and drive action items to closure. Ability to create and interpret project analysis documents (swim lanes, sequence diagrams, use cases). Ability to communicate effectively and build cross-departmental relationships; adapt and modify existing programs or vendor solutions for use with existing systems. Ability to create and run SQL queries; familiarity with interfaces between systems. Some experience with law enforcement/prisons and HIPAA/privacy considerations is preferred. Education
Bachelor's Degree in computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics. Seniority level
