The Executive's Office is responsible for preparing the county budget, providing the Board of Supervisors with the information they need for making decisions, representing the County in intergovernmental relationships and policy considerations, and coordinating the work of all Our staff also helps coordinate public communications, planning for County facilities, risk management, and leads racial equity and other strategic initiatives.

The Clerk of the Board Division is responsible for many functions and comprises three core functions: Board of Supervisors meetings and records management, Property Assessment Tax appeals, and Board and Commission recruitments.

ABOUT THE POSITION The Technology Systems Specialist III (TSSIII) is a new position in the Office of the County Executive and will oversee efforts related to the modernization of a variety of existing systems and platforms unique to the Clerk of the Board. As the Department's technical expert, they will evaluate current technology, help to identify areas for advancement and lead the implementation of new business solutions and technologies such as digitizing records and the introduction of a new Agenda Management System. This position works in close partnership with the County's Information services and Technology Department to ensure the Clerk of the Board's technology needs are communicated clearly, prioritized effectively, and implemented with an understanding of governance workflows and public transparency obligations.

This is a threshold moment for the County of Marin. We are building new structures that will allow the Clerk's Office to oversee more, serve more departments, and support more Boards and Commissions with precision and consistency. This role will be at the heart of that transformation; translating needs into action, removing barriers, and empowering our team to focus on high-impact governance work.

This is a leadership-aligned systems position for someone who sees how technology fuels good government and is ready to help us lead Marin County into its next era of civic service.

Key Responsibilities: Continuous evaluation of emerging A/V, streaming, and civic tech platforms to identify opportunities for innovation that enhance transparency, accesibility, and publid trust. Expectation to lead cultural adoption of new tools - providing coaching for elected officials and staff who may have different comfort levels with technology Lead technical coordination, manage critical workflows, and serve as a strategic systems advisor within the division. Serve as the primary point of contact for all technology-related projects, support requests, and strategic system improvements within the Clerk of the Board's Office. Translate operational needs into actionable service tickets and project plans in coordination with IST. Provide technical guidance and oversight for meeting support systems, including agenda management platforms (e.g., Granicus), streaming/video technologies, and digital accessibility compliance. Support live and virtual meetings with a variety of audiovisual equipment which may include trimming, archiving, and posting meeting videos, managing Zoom platforms for English and Spanish participation, including interpretation services, and managing relationships with vendors for transcription, streaming, and cable TV services. Serve as the frontline technical ambassador during public meetings, ensuring seamless experiences for board members, constituents, and external partners through proactive communication and responsive support. Manage workflow mapping and implementation for digital processes related to public meetings, Board packets, advisory boards, and appointments. Support the deployment and optimization of digital records systems, including indexing, archival, and retrieval solutions. Participate in project planning and system upgrades, representing the Clerk's Office to ensure continuity of governance operations and transparency obligations. Collaborate with Clerk staff to enhance technical fluency and ensure smooth use of internal systems through training and documentation of processes. Track and communicate the progress of projects, open tickets, and system-related timelines. Special Requirements:

Possess experience in technical systems coordination, preferably within a government, legal, or public-facing organization. Understand workflow management, project tracking tools, and interdepartmental coordination practices. Have familiarity with or ability to learn key tools used in Board operations, such as Granicus, SharePoint, video streaming platforms, and agenda/packet automation software. Are a strong communicator, with the ability to translate technical jargon for non-technical audiences.

MINIMUM QUALIFICATIONS:

Any combination of education and experience that would provide the knowledge and skills listed. Typically, the equivalent of completion of two years of college level or technical training in computer science or a closely related field

and

three years performing network and/or personal computer user support.

Experience in PC repair, network administration, application and software troubleshooting, computer operations, or a substantially similar field may be substituted for the college requirement on a year for year basis.
