Lead Waterfront Production Coordinator

As the Lead Waterfront Production Coordinator, you will be on a dynamic team providing technical and programmatic support to the supporting the Technical Directorate of the VIRGINIA Class Submarine Program (PMS450) and the U.S. Navy's Team Submarine Program Offices at the Groton Naval Base in Connecticut! Bring your expertise and collaborative skills to make an impact on our military defense and safety of our sailors and contribute and influence the Navy's future, premier nuclear submarines. PMS450 is the acquisition program office for the New Construction of Attack Submarines and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E), Live Fire Test and Evaluation (LFT&E), and Fleet introduction of the U.S. Navy's newest class of nuclear attack submarines. PMS450 is responsible for developing and deploying a more affordable, nuclear-powered attack submarine with multi-mission capability and enhanced capabilities for performance in littoral areas. VIRGINIA Class submarines support five of the six Navy core maritime capabilities: Deterrence, Maritime Security, Sea Control, Forward Presence, and Power Projection In this role, you will: Qualify as Ship's Safety Council, Joint Propulsion Team Group, and Hull Mechanical and Electrical (HM&E) Joint Test Group members in order to support project requirements and military manning plans. Assist Ship Coordinator to include: Engage project team to include ships force and contractor to influence teaming behavior, efficient communication, and schedule transparency. Coordinate with external stakeholders to ensure those efforts are aligned and supporting achievable construction execution and end-game strategy. Review (and approve when required) all test procedures for testing during key events in the submarine construction schedule. Review data and metrics produced from completed test procedures. Review test inspection reports to verify deficiencies captured during equipment operations, testing and construction of submarine spaces. Attend various submarine construction project team stakeholder meetings to maintain status of the submarine construction schedule. Observe various training drills and exercises conducted by the Shipyard to validate compliance with NAVSEA requirements. Observe the shipyard's testing performance during various key events. Perform and report on deck-plate work surveillances and project team exercises. Lead tours of ships, Shipyard construction areas, and Shipyard facilities for external stakeholders. Generate, maintain, and analyze data/metrics to assess the Shipyard's progress with completing milestones and key events. Participate in project meetings to include Start-up, POD, Integration, End Game Executive Calls, Liabilities Closeout, all to ensure effectiveness and accountability. Participate in NAVSEA audits of various submarine construction processes. Assist training coordinator with revising and maintaining training program for waterfront personnel. Observe various work and testing events to validate the Shipyard and Ship's Force integrated performance during final assembly and test key events. Submit engineering reviews for Shipyard procedures to validate local and NAVSEA requirements. Perform follow-up assessments of Shipyard and SUPSHIP actions in response to NAVSEA audits. Observe the Shipyard's problem resolution process to identify root causes and corrective actions to validate proper lessons learned captured during the process. Maintain VCS Program key event tracker to support strategic schedule analysis. Maintain command training requirements and documentation in Waypoints. Qualifications To be successful in this role, you will have: An active or current DoD Secret clearance. US Citizenship. Bachelor of Science Degree in Electrical Engineering, Computer Engineering, Mechanical Engineering, Physics or related field. In some cases, educational requirements may be adjusted or waived for more than 12 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data. 10 years of experience. Knowledge of submarine construction process and test program, knowledge of naval ships/submarines, ship systems, or subsystems. Experience working in a multi-disciplinary team consisting of systems engineers, electrical and electronics engineers, acquisition professionals, and logistics and sustainment professionals to achieve program outcomes. Ability to facilitate and coordinate efforts with key government and non-government stakeholders. Ability to work with minimal supervision. Demonstrates strong quantitative, analytical, and conceptual thinking skills. Ability to work well within a time sensitive environment. Ability to learn and grow individually, while mentoring junior team members effectively, building team cohesion and capacity. Ability to be flexible both in relation to job-specification and schedules. Ability to solve problems. Ability to interact with senior management on complex technical issues Ability to work both in a team environment and independently, and often under short, multiple deadlines. Ability to be a team player, work well with others and contribute positively to work/team environment while continually seeking ways to enhance contribution to the team. Ability to travel up to 10% of the time and some travel outside the DC area may be required. Additional desired experience and skills: Experience working in DoD or DoN environments is preferred. Experience supporting a submarine acquisition program Strong project management skills and should be capable of working independently and in a team environment. Active NNPI account and CAC 10 years of experience with Navy acquisition and Submarine Programs. Experience leading a project and interfacing with an end item customer. Knowledge of Program Management, including the acquisition process, the budgeting process and Navy program execution. Active-Duty Experience in the submarine service preferred.
