What is Florida PALM? The Florida PALM Project is an enterprise project to replace the State of Floridas legacy accounting, payroll and cash management systems, using an enterprise resource planning solution. The Department of Financial Services (DFS) is leading this statewide initiative, which impacts stakeholders and users of the States financial data including all State agencies. Who are we? Four (4) years of experience in Accounting, Finance, Information Technology, Management Information Systems, Computer Science is required. A postsecondary degree in a relevant discipline may be used as an alternative for the years of experience on a year-for-year basis.

Additional requirement: Three (3) years of experience in auditing, disbursements, accounting, financial reporting, and/or technical experience for accounting systems (e.g., requirements gathering, data analysis, development, testing, and implementation).

Preferences: Three (3) years professional State of Florida purchasing experience. Three (3) years professional State of Florida accounts payable experience. Experience working in team environments (leader or member). Experience performing business analysis functions, including working with subject matter experts and stakeholders to gather information, document expectations, and develop the desired outcome.

This position requires a security background check, including fingerprint as a condition of employment. Salary Range - $75,000.00 - $90,000.00 Employees of the Department of Financial Services are paid on a monthly pay cycle. Brief Description of Duties Objective: This position assists in the execution of the Department of Financial Services responsibilities for the Florida PALM Project and serves as a state subject matter expert and exercises discretion and independent judgement with respect to procurement, accounts payable, accounting and management. This position deals with complex policies and procedures associated with the implementation of the States financial management solution. Operational responsibilities: Work with supervisor and leadership to establish priorities and due dates for work assignments. Communicate concerns to supervisor or project director when needed. Manage deadlines to ensure timely completion of work products. Apply critical thinking to address root causes, not just the surface problem. Adhere to DFS policies at all times (security, dress code, ethics). Demonstrate teamwork and professional demeanor. Prepare presentation materials and lead meetings with state agencies and stakeholders. Present at executive steering committee or advisory council meetings as requested. Attend conferences to extend knowledge of accounting and ERP principles. Review current and proposed statutes/rules for impact on project requirements. Work with the ERP vendor and project resources to ensure data accuracy and security. Serve as subject matter expert in accounting and financial management for the Florida PALM Project. Address needs of CFO and state agencies. Collaborate with project team members and stakeholders to ensure functional designs meet business requirements. Research statewide problems and recommend solutions for statewide implementation.

Project Management and System Release Responsibilities Ensure system module requirements satisfy functionality. Confirm technical requirements meet functionality. Make design and business requirement decisions. Conduct analysis and documentation for system configuration. Complete system configuration where assigned. Lead functional reviews for design, testing and related activities. Develop and execute test scripts for modules. Assist with user-acceptance testing sessions. Assist agencies in understanding business process changes. Assist in training state agencies and partners. Identify risks and issues for modules. Manage deliverables to meet project schedule. Provide input on project schedule and weekly updates to PMO.
