Sr. IT Project Manager w/ Top Secret Clearance
to help lead a mission-critical program for the Department of Defense (DoD). The role translates program strategy into execution, owns the technical delivery lifecycle, and manages the contractor team to success. $180,000.00/hr - $220,000.00/hr Responsibilities
Drive the development and migration of the DoD's enterprise Insider Threat system, a complex, multi-tenant analysis and case management capability built on the ServiceNow Public Sector Digital Services (PSDS) platform, ensuring the team adheres to a disciplined DevSecOps and Agile framework. Own the Integrated Master Schedule (IMS), tracking milestones, dependencies, and resource allocation to ensure on-time delivery of capabilities. Serve as the Scrum Master or oversee Agile ceremonies, fostering a culture of continuous improvement, and ensuring the development team is efficient and unblocked. Manage the migration strategy from a custom ServiceNow App Engine solution to the cloud-hosted PSDS environment. Serve as the technical liaison between the federal program office and the engineering team. Translate functional requirements into technical solutions and articulate complex technical concepts to non-technical stakeholders. Provide oversight on solution architecture and design, ensuring development efforts align with long-term program goals, platform best practices, and enterprise standards. Champion the DoD RMF process, managing all activities required to achieve and maintain the system's Authority to Operate (ATO) across multiple security domains. Coordinate stakeholder engagements with DCSA enterprise groups (ESD, CSMO, CDAO, CIO, etc.), ensuring alignment across technical, functional, and cybersecurity teams. Proactively identify program risks and develop actionable mitigation strategies, briefing program leadership on status, challenges, and recommendations. Develop and present executive-level briefings and reports to senior DoD customers, clearly communicating project status and value. Qualifications
Bachelors Degree in a relevant technical or business field. 10+ years of progressive IT experience, with at least 5 years in a Project or Program Management role. Hands-on experience managing the full SDLC of custom applications built on the ServiceNow platform. Experience with Public Sector Digital Services (PSDS) is highly desired. Proven experience managing projects within the Federal Government/DoD, with a strong understanding of the federal IT landscape. Expertise in managing the DoD RMF A&A process and a successful track record of guiding systems to ATO. Exceptional communication and interpersonal skills, with the ability to bridge the gap between technical teams and executive leadership. Desired Qualifications
PMP and/or Certified Scrum Master (CSM) certification. ServiceNow Certified System Administrator (CSA) or Certified Application Developer (CAD). Direct experience with Insider Threat programs, case management systems, or data analytics platforms. Proficiency with MS Project for complex schedule management. Experience managing programs with dependencies across multiple security enclaves (e.g., NIPR, SIPR, JWICS). Working knowledge of Insider Threat systems, policy, concepts, and issues a plus. Active Top Secret Salary Range
The salary range of this position is $180,000 - $220,000 commensurate with experience and achievement. Location
