The City of Sedro-Woolley has an employment opportunity for an Accounts Payable/Accounting Technician (Full-Time) in the Finance Department.

This position is represented by the AFSCME union.

Starting salary range- $5,575.33 - $6,092.33/month

GENERAL PURPOSE Performs routine clerical, accounting, and administrative work in accounts payable, accounts receivable, and general administration.

Works under the supervision of the Finance Director and Deputy City Clerk, or his or her designee according to a relatively fixed work routine. E

SSENTIAL DUTIES AND RESPONSIBILITIES

Daily: · Receive all electronic invoices and route to correct department for approval and coding. · Scan in all non-electronic invoices, rename file and route for approval & coding. · Maintain daily cash balance and reconcile daily receipts. · Research and respond to vendor and/or internal inquiries to resolve issues or provide documentation required. · Assist with park reservations, invoices, correspondence & payment receipting. Assist in maintaining park calendars.

· Assists with incoming phones calls and responds to inquiries and refers to appropriate people. · Assists at front counter to answer questions, responds to inquiries from employees, citizens and others or refers to appropriate persons. · Assists as a cashier including receipt of utility payments, permits and various other payments. Weekly:

· Download data and enter general ledger info for weekly payment sweeps from 3rd party payment processor. · Download, route, and coordinate approval & activation of business licenses for the City by accessing the WA State Department of Revenue website.

· Prepare and process at least 2 scheduled check runs each month to coincide with the City Council meetings.

Monthly: · Prepare and file State Excise Tax. · Reconcile purchase/credit card statement for all city employees with a card. · Review and reconcile vendor statements each month. · Track & process standing/recurring entries for various expenses. · Be aware of current contracts/changes in order to accurately invoice for monthly and quarterly charges per interlocal agreements and contracts.

· Download & code a large volume of utility statements each month. Pay online and process as an EFT payment in accounting software. As of April 2022, there are: · 44 account for Puget Sound Energy · 29 accounts for Public Utility District · 15 accounts for Cascade Natural Gas, · 5 accounts for Ziply Fiber · 2 accounts each for Verizon, Comcast, and City of Sedro-Woolley

OTHER JOB FUNCTIONS · Compute and file quarterly leasehold taxes. · Complete, route for signature, and submit new vendor credit applications. · Setup and maintain all vendor files including remit to addresses, W-9 & 1099 info, as well as use-tax designation and any ACH settings in accordance with Finance Department and City Policies.

· Document and maintain procedures and processes unique to this position. · Process 13th month payable cycle to correctly capture all expenditures for the year. · Communicate with Finance Director to stop payments and check status periodically. · Pull, report, route for approval and pay quarterly impact fee payments to school district. · Maintain notarized copies of all legal publications. · Process all employee requests for reimbursements in a timely manner and in accordance to current City policies.

· Process payments off-cycle per Municipal Code guidelines in order to avoid late payment penalties. · Establish and maintain filing system for documentation pertaining to accounts payable. · Serve as backup to sorting and distribution of incoming and outgoing postal mail. · Serve as backup to posting utility payment batches during busy payment periods. · Serve as backup to receipting permit payments- Xpress

· Serve as back up to receipting park reservation payments. · Serve as back up notary public for City documents, as required. · Serve as back to Deputy Clerk preparation and transcribing City Council minutes. · Serve as a back up to Deputy Clerk preparing the Council Chambers

MINIMUM QUALIFICATIONS: Education and Experience: A. Graduation from a high school or GED Equivalent with specialized coursework in general office practices such as keyboarding, accounting, data processing, and B. Two (2) years of increasingly responsible related experience, or C. Any equivalent combination of education and experience.

Necessary Knowledge, Skills, and Abilities: D. Working knowledge of computers and modern office practices and procedures; working knowledge of governmental accounting principles and practices. E. Skill in operating listed tools and equipment F. Ability to perform arithmetic computations accurately and quickly; ability to communicate effectively both verbally and in writing; ability to establish successful working relationships; ability to work under pressure with frequent interruptions.

TOOLS AND EQUIPMENT USED Personal computer, including word processing and spreadsheet software; email and internet access; 10-key calculator, phone, copy/scanner, fax machine.
