Overview
The Senior Construction Project Manager will manage projects from inception through close-out, be accountable for adherence to the project budget, schedule, and completion of the approved scope. The role requires communicating expectations to team members and stakeholders and resolving issues throughout the project life cycle. The Senior Construction Project Manager will lead the management of the design contract, oversee scope development, manage the internal review process for design, review constructability logic and value management, and coordinate overall project coordination. This position will be accountable for successfully executing larger, more complex, and higher-value contracts with Architects/Engineers and other technical consultants, and coordinate design review efforts with CHA, the City of Chicago Department of Buildings, and other regulatory agencies to ensure all design documents comply with Federal, State and Local regulations and guidelines. The role includes mentoring other project managers. Duties and Responsibilities
Achieve project objectives by creating clear and attainable project plans, defining scope of work requirements, and managing project cost, schedule, and scope. Act as the CHA liaison for activities between CHA, Architects, Engineers, Consultants, General Contractors, Asset Management and Tenant groups. Plan project programs, implement project objectives, and monitor, control, and record all activities throughout the project lifecycle. Facilitate a total team approach to define project scope, goals and stakeholder deliverables. Manage project budget and project resource allocation. Perform design reviews for accuracy and adherence to applicable codes. Supervise overall project performance related to scope, safety, quality, schedules, costs, and budget/resource allocation. Track project deliverables using project control tools, monitor and report weekly on projects, and present progress, problems and recommended solutions to stakeholders. Monitor and record project performance and measure variances from contract documents; report progress to stakeholders. Hold weekly project meetings with consultants and on-site construction meetings with the general contractor, architect, and other stakeholders. Verify allocated budgeting for projects and issue requisitions and purchase orders through CHA’s internal systems. Identify potential problems and establish corrective actions in a timely manner. Review and approve contractor’s progress schedules and monthly progress invoice packages, tracking through to payment. Maintain accurate project records in the project management system, including contingency usage requests, change orders, requests for information, scope revisions, potential change orders, look-ahead schedules, personnel activities, and overall progress through completion. Review project bulletins, potential change order proposals, independent cost estimates, and negotiate acceptable pricing for approval. Review close-out documents, including as-builts, for adherence to contract documents and CHA procedures. Manage activities of the architect of record, engineers, project consultants and general contractor from notice-to-proceed through close-out and final billing. Supervise and manage multiple projects concurrently. Mentor other project managers and work with leadership to develop and implement training programs and lessons learned for all assigned projects. Be available to respond to crisis situations twenty-four hours a day, seven days a week. Perform other duties as assigned. Qualifications
Bachelor’s degree in Architecture, Engineering, Construction Management or related field or equivalent experience, with a minimum of 8 years in a project manager role for construction and/or building maintenance projects. Preferably with City of Chicago agencies or HUD projects. Excellent written, verbal and interpersonal communication and negotiation skills. Strong problem-solving, organizational and planning abilities. Ability to meet schedule and budget commitments in a dynamic environment. Working knowledge of federal, state and local housing regulations and budgeting/accounting principles is preferred. Valid driver’s license and willingness to travel to project sites. Demonstrated ability to manage multiple projects and mentor/train staff. Building and elevator construction experience is a plus. Proficient use of MS Office required. Minimum OSHA 30-Hour certification required or obtained within six months of employment. PMP and CCM certifications are desired. Benefits
