CGHPI at Georgetown University Medical Center seeks a leader to manage the budget and award management portfolio. The role will oversee pre-award, post-award, and ongoing budget monitoring for funded awards within CGHPI. Overview
The Director of Budget and Award Management will document and disseminate sponsor award terms and conditions, develop cost proposal resources, prepare cost proposals and grant applications, manage the proposal development process including quality assurance, and develop/modify budgets per sponsor requirements. Post-award activities include guidance on fiscal, administrative, and regulatory management of grants, contracts, and sub-awards from award receipt through closeout. Responsibilities
Pre-Award
Disseminates funding opportunity information and application compliance requirements Works with faculty and staff to develop grant proposals Provides policy guidance on proposal development, administrative forms, sponsor certifications, and compliance Assists with assembling grant proposals from proposal state to award Prepares cost components of proposals, collaborating with internal and external stakeholders Develops tools and templates for cost proposals Packages final proposal packages for submission to the sponsor via the Office of Research Development Services Quality assures the proposal development process Maintains funding opportunity databases and tracks deadlines for proposals and renewals Partners with Finance and Program Management Teams to transition from pre-award to grant administration upon award Post-Award
Participates in award set-up meetings to understand criteria and requirements for managing each award Monitors ongoing award financial activity to ensure reporting requirements and deliverables are met Ensures direct costs charged to grants/contracts are allowable under sponsor guidelines and applicable regulations (e.g., OMB Circulars) Interprets reports and prepares queries or special reports Provides orientation on sponsor policies, forms, and procedures for PIs and staff Investigates and resolves budget discrepancies with program and finance teams Collaborates with University Audit and Compliance Offices on sub-recipient readiness due diligence Develops sub-award scopes, terms, and conditions with PIs and staff Monitors end dates and communicates status of awards to stakeholders Costing and Budget Management
Prepares budgets for new proposals and grant applications, including budget narratives Collaborates with program teams to revise budgets as needed Develops budget development templates and materials Trains field and HQ teams on key templates Works with Finance to prepare regular budget-to-actual and other expenditure monitoring reports Qualifications
Master's degree in Public Administration or Business Administration At least 5 years of experience in costing and award management At least 5 years of supervisory experience Experience managing U.S. Government Federal awards Experience working with public health and research teams Strong communication and leadership skills Interpersonal skills and compliance orientation Analytical skills Willingness to travel internationally and domestically Additional
