Position Description
Performs advanced engineering, architectural, construction inspection or other technical project management work. Provides
leadership related to all aspects of architectural or engineering construction projects by planning, and controlling all
elements of the project. Responsible for review and development of projects objectives and for maintaining the project integrity
through ensuring compliance with relevant state and federal laws, policies and procedures. Responsible for quality
assurance/quality control aspects of technical projects. Work requires extensive contact with agency management, governmental
officials and private entities. Typically reports to Section/Staff level managers. Serves as a Project leader and Coordinator of
all aspects of projects. Employees at this level are virtually self -supervising and assume direct accountability for the work
product.
Essential Duties:
•Analyzes and reports on advanced and highly complex program funding change scenarios and their impact to individual
•Conducts project reviews and inspections with facility inspectors and district/division project managers.
•Compiles and distributes project information, status reports, and project budget expenditures.
•Conducts project reviews and inspections with FHA or FAA inspectors and district/division project managers.
•Consults with Project Engineers, resident project representatives and contractors' superintendents on work progress and construction problems; reviews equipment utilization data and time/cost estimates.
•Coordinates project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors and assures coordination and approvals through FHWA or USDOT. Directs, develops, implements, and evaluates project budgets, schedules, work plans, resources requirements, and cost estimates and projections.
•Ensures compliance with Occupational Safety and Health Administration (OSHA) standards.
•Identifies potential project impediments, risks, and issues; and designs strategies to mitigate or avoid them.
•Inspects construction methods, workmanship and maintenance procedures to ensure contractors build, install, maintain and repair traffic control/data collection related equipment or facilities in accordance with plans, specifications and contract requirements.
•Monitors and manages project cost and quality to ensure project is completed within budget and to ensure deliverables are acceptable and fulfill the terms of the project contract or specifications.
•Monitors project phasing and traffic control plans and ensures adherence to approved safety standards.
•Oversees and directs procedural improvements in all areas of the CDA procurement program, including administration procedures, project management and contracting methodologies.
•Oversees construction project assignments, determines work requirements to complete projects and coordinates scheduling to accommodate projects already underway.
•Oversees project assignments, determines work requirements to complete project plans and coordinates scheduling to accommodate projects already underway.
•Provides technical assistance in resolving construction problems related to contract administration.
•Assists in engineering-related data collection, inspections, assessments, analysis, and review activities for plan development by others.
•Reviews and recommends proposals and bids to management.
•Serves as a project leader.
Minimum Qualifications:
Education : Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications
Experience : 5 years construction project management; project management, process engineering and/or business process improvement methodologies. (Experience can be satisfied by full time or prorated part time equivalent).
Competencies:
•Industry guidelines, specifications and codes in the production and use of technical plans for the development and delivery of products and services.
•Local, state, and federal laws and regulations relevant to the administration of the project undertaken.
•Applicable plans, specifications and estimates preparation, review, processing and compliance requirements.
•Applicable project development (planning, environmental, right of way, design, letting, construction, and project closeout) document preparation, review, processing and compliance requirements.
•Project Delivery Process.
•Project Management best practices.
•Project management theories and practices applicable to highly complex projects.
•Communication planning, training planning, and related change management disciplines Transportation funding programs Applicable laws, rules, and regulations
•Transportation principles and methods for moving people or goods by multimodal (road, air, water) methods, including their relative costs, advantages and limitations.
Physical Requirements and Working Conditions:
•Sedentary work: Lift up to 10 lbs. at a time and occasionally carry files/small tools
•Light work: Lift up to 20 lbs. at a time and frequently lift or carry objects up to 10 lbs.
•Standing-prolonged periods of time
•Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
•Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
