Business Systems Analyst

ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time. Under the direction of a Project Manager 5, SG-29, the Business Systems Analyst 4, SG-27 will act as a lead for enterprise analysis and will be assigned to the Information Metrics Team within the NYS ITS Chief Finance Office and will manage, assist, and support enterprise analysis for ITS. Specific duties will include, but are not limited to the following: Manage and assist with budget preparation, tracking and forecasting of expenses, and DOB and executive financial reporting. Assist with planning and day-to-day enterprise analysis operational needs. Monitor and manage resource planning, assignment, tracking, and oversight. Manage analysis, process development, and reporting for Enterprise Agreements for ITS. Identify how these agreements interface with existing and new product offerings and ensure timely renewal, creation, and updates to these agreements. Manage analysis and reporting of the ITS project portfolio for executive leadership and DOB/Chamber reporting. Manage analysis and reporting of the ITS product portfolio for executive leadership and DOB/Chamber reporting; including: new product rate setting, existing product utilization, product sunsetting, product forecasting for use in Enterprise Agreements (EA). Manage the overall coordination and management of project/product management and business analysis reporting requirements. Manage and facilitate project audits identifying gaps and analyzing continuous improvement opportunities. Manage business systems analysis activities related to the enhancements and upgrades of the ITSM, FMS, and other finance tools. Conduct quality reviews of demand and project records to ensure completeness and alignment with standards prior to funding/budget approvals. Perform the full range of supervisory duties as applicable. Open to NYS employees with one year of permanent competitive service as Business Systems Analyst 4, SG27, OR in a position at the SG25 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades. ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence. Some positions may require fingerprinting. Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
