The IT Specialist 2 will support telecom account management across ENS program areas (VOICE AND WAN), involving related products and services. Specific duties include, but are not limited to: Telecom Account and Invoice Management Carrier Account Management: Conduct periodic review, reconcile of telecom services and products once per contract and annually for SFS template and budget reconciliation. Accounts & Monthly Invoice Reviews: Perform front-page audits of carrier monthly-recurring/blanket-approved template invoices using SFS system validation. Approve or deny monthly recurring/PO invoices based on established purchase order lines and amounts using SFS system validation. Short-pay or dispute overbilled invoices and confirm credit recovery to match exact annual PO costs. Dispute Management: Open and close disputes for carrier invoice overbilling issues by validating monthly charges. Non-Recurring Invoice Processing: Receive and audit non-recurring invoices for service requests or incidents, ensuring contract rate and term compliance. Approve or deny payment for non-recurring invoices based on satisfactory service delivery and PO/invoice contract alignment. ITSM Ticket Processing: Handle billing-related ITSM requests and tasks for service adds, changes, moves, and disconnects for data circuits and phone services. Requires a general understanding of: Network and service connectivity Vendor billing platforms, data report(s) availability and accessibility Customer and vendor-provided equipment (CPE/VPE) How services are routed and represented on invoices Telecom Billing and Vendor Support: Respond to billing inquiries and execute adjustments using telecom billing knowledge. Manage and support vendor portals for: Report access Billing inquiries and dispute tracking Project status reviews and meetings Team and Process Support: Develop and update procedures for daily processes and basic training. Cross-train with team members and provide coverage as needed to ensure continuous operations. Open Competitive: A bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science. OR A bachelor's or higher-level degree in any field and one year of experience in information technology; OR 60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology. OR Two years of professional experience in information technology. Promotion: Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 1, Salary Grade (SG) 14. Transfer: Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 2 or Information Technology Specialist 2 Programming, G-18; OR in a title G-16 or above deemed administrative under Section 52.6 of the Civil Service Law. 55b/c Appointment: This position is eligible for 55b/c designation and candidates are encouraged to apply.
