Scope of Work:
This task area falls under a non-personnel services contract to provide comprehensive administrative and professional Human Resources (HR) support services to the Office of Human Resources (OHR). The contractor shall furnish qualified personnel and all necessary services to perform HR operations with high efficiency, accuracy, and in compliance with federal regulations and agency policies.
Support includes personnel action processing, benefits assistance, service computation date determinations, electronic records maintenance, time and attendance systems support, and coordination with HR specialists. Work may be performed on-site or remotely, based on agency discretion and compliance with approved telework agreements.
Contractor staff will ensure the smooth delivery of HR operations to support the agency's mission and workforce needs.
Task Overview
The HR Assistant is responsible for providing technical and administrative support to Human Resources Specialists by processing personnel actions, maintaining accurate employee records, and resolving data discrepancies. They ensure compliance with OPM's Guide to Processing Personnel Actions (GPPA) and provide guidance to employees on HR procedures and pay-related matters. The HR Assistant plays a key role in maintaining HRIS integrity, managing service dates, and supporting day-to-day HR operations through case file preparation and scheduling. Their work supports accurate and timely personnel management across the organization.
Duties include, but are not limited to:
- Process the full range of personnel actions using FPPS, including non-SF-50 data updates, in accordance with OPM's GPPA.
- Provide direct support to HR Specialists and employees on personnel action preparation, pay- related questions, and form completion.
- Calculate and verify Service Computation Dates (SCDs); request and review historical records from other agencies or NPRC.
- Troubleshoot HRIS/payroll discrepancies and initiate corrections through the appropriate channels.
- Maintain tickler systems to track critical deadlines (e.g., detail end dates, FEHB 60-day election periods).
- Maintain, transfer, and audit electronic Official Personnel Folders (eOPFs) to ensure completeness and compliance.
- Assist with HR case file preparation, meeting scheduling, and general administrative coordination.
Requirements:
- A minimum of two (2) years of demonstrated experience applying GPPA and Guide to Personnel Recordkeeping (GPPR).
- Proficiency in personnel action processing, eOPF management, and HR systems.
- Strong attention to detail and ability to analyze HR data.
- Customer service orientation and ability to communicate effectively with federal employees.
- Strong organizational, communication, and problem-solving skills.
