As a key member of the program security team, you will manage and support Collateral, SCI, and SAP security programs, overseeing personnel, physical, industrial, and information security requirements. You will coordinate personnel security actions using DISS and JADE, conduct indoctrinations, and manage in/out-processing for military, civilian, and contractor personnel.
Additional responsibilities include access to control across secure facilities, providing guidance to staff and leadership, and supporting government inspections and audits. You will also review and draft Standard Operating Procedures (SOPs) and present recommendations to government stakeholders.

Responsibilities
Skills / Experience
Active Top-Secret clearance with SCI eligibility (TS/SCI)
Must maintain clearance as a condition of employment and be willing to submit to a CI polygraph
10+ years of relevant Department of Defense (DoD) experience
4+ years working in SAP and/or SCI environments within the last 5 years
Must be willing to travel to support program and security activities at government and industry partner locations
Extensive background supporting collateral, SCI, and SAP security operations, with a solid understanding of DoD security policies and classification management
Experienced in developing, updating, and reviewing security policies and procedures, including SOPs, OPSEC plans, and facility security protocols in coordination with the PSO and mission partners
Experienced with the Defense Information System for Security (DISS) for Collateral/SCI personnel security, and Joint Access Database Environment (JADE) for SAP-related functions
Serves as a Special Access Program Personnel Security Officer (SPO), managing access requests (PARs), validating eligibility, and maintaining access control records
Well-versed in classification management, including marking, safeguarding, downgrading, declassification, and proper destruction of classified information
Maintains compliance with physical security standards and supports internal reviews, Fixed Facility Checklists, and annual self-inspections
Provides guidance to managers on secure practices for access control, need-to-know validation, physical storage, and classified transmission procedures
Applies knowledge of the Special Access Program Nomination Process (SAPNP) and coordinates closely with program management on SCI nominations and PAR vetting
Oversees SCI sponsorship and ensures all training, indoctrination, and reporting requirements are executed correctly across multiple partner facilities
Reviews and refines Security Classification Guides (SCGs) for clarity, formatting, and classification accuracy in collaboration with program leadership
Conducts and documents facility reviews, close-outs, and other critical security support functions
Demonstrated ability to deliver briefings, training sessions, and strategic consultations to communicate policy changes and coordinate with stakeholders
Applies critical thinking and sound judgment to prioritize tasks and resolve complex security challenges in a dynamic, acquisition-driven environment
Education / Certifications
Master of Arts (MA), Master of Science (MS), or Master of Engineering (ME) degree, with the flexibility to consider extensive work experience as a substitute for formal education
Center for Development of Security excellence (CDSE) Security Specialist Course
