This position is located in the Executive Office of the Office of State Fire Marshal, in Baton Rouge. In this role, you will originate documented responses to the executive staff regarding the development of broad and specific issues, participate in problem solving meetings, control the Fire Marshal CBA account, enter in IVANTI tickets. Minimum Qualifications: Six years of experience in administrative services; OR Six years of full-time experience in any field plus three years of experience in administrative services; OR A bachelor's degree plus three years of experience in administrative services; OR An advanced degree, or a Juris Doctorate, plus two years of experience in administrative services. Job Duties: The Office of State Fire Marshal is responsible for administering an annual budget of over $36M and a total table of organization of approximately 211. The Office of State Fire Marshal is responsible for the following Fire Prevention Programs: Inspections (Fire and Safety Inspections; Life Safety and Property Protection Licensing Inspections / Investigations; Mechanical Safety of boilers, amusement rides, fireworks; Fire and Safety Inspections of Health Care Facilities; Fire Information/Statewide Database of Fire Incident Reports; and Manufactured Housing Installation Safety Inspections); Plan Review; Louisiana State Uniform Construction Code Council; Arson Enforcement; Emergency Services; Fire Safety Education; and the Fire and Emergency Training Academy. The incumbent of this position serves as staff advisor to the Deputy Assistant Secretary of the Office of State Fire Marshal. The incumbent will provide direction to executive staff on behalf of and as assigned by the Deputy Assistant Secretary. Responsible for monitoring, planning, and organizing budget activities for the Office of State Fire Marshal. Specific duties include acting as liaison with the Undersecretary, Office of Management and Finance Budget Division for all budget related activities for the Office of State Fire Marshal. Reviews, analyzes and makes recommendations to the Deputy Assistant Secretary regarding budgetary impacts of personnel transactions, non-routine equipment and supply purchases, policy and procedure changes and legislative change that affect all programs. Responsible for ensuring all requests for budget information and other financial projects for the Office of State Fire Marshal are completed in accordance with established deadlines. This includes coordination of short-term and long-term goals in a formulated annual operational plan and strategic plan. Reviews performance information to ensure continuity with short term and long-term strategic plans. Completes budgetary projects and performs analysis of expenditure information for personnel, professional service contracts, equipment, etc. Represents the Deputy Assistant Secretary in special departmental projects, which include, but are not limited to, matters of reorganization, budget and support requirements for programmatic functions of the Office of State Fire Marshal. At the direction of the Deputy Assistant Secretary, prepares position papers on a variety of issues related to public safety and serves on various committees/boards. Originates documented recommendations to the Deputy Assistant Secretary concerning the development of broad and specific administrative policies and/or corrective measures relative to internal management practices and programs. Participates in problem solving staff meetings with Deputy Assistant Secretaries, Undersecretary, Management and Finance Division Heads and staff. Assures implementation of any specific policy or procedure changes resulting from these meetings. Additional duties include providing oversight to the open vacancies in the agency, directing the implementation of all interoffice Human Resources duties, and serving as a hiring manager.
