Overview

The hiring range for this position is $56,126 through $66,294 depending on qualifications. The first review of applications will be September 18, 2025. Responsibilities

Grant management and coordination:

coordinate and oversee the grant application and management process for the City of Lewiston, including identification of potential new funding sources, development of funding resources for existing and proposed programs and/or services, writing grant narratives, verifying developed budgets, collaborating on grant applications with various departments and community organizations, and processing monitoring, and coordinating required report evaluations on existing grants. Administer various funding programs including but not limited to the Community Development Block Grant (CDBG) Program and the Opioid Settlement Program. Research:

research grant opportunities to develop additional funding resources for current and proposed services, programs, administrative operations, and to fulfil City strategic plans and priorities; select and/or recommend best grant/project and appropriate amounts for each prospect; continually search to expand suitable grant prospects; compile and organize information and data and prepare and maintain statistical, demographic, and related databases, information files, maps, and reports as related to city grants. Tracking:

maintain and track grant requests and applications; maintain database and files regarding grantors, including contact information, requests for funding, reporting requirements, deadlines, and outcomes; regularly inform grant applicants of project status and any deviation from established timelines or goals. Drafting:

drafting, developing, and submission of grant applications and related documents (required reports, budgets, specific inquiries, etc.); present concepts, status, and information to a variety of groups for the purpose of gaining the required administrative and board approvals; collaborate with a variety of parties to secure funding to maintain and enhance services and/or programs, specifically city departments, local businesses, and non-profits. Administration:

administer grant funding to support City activities, infrastructure, capital improvements, and community development projects; coordinate grant processes to ensure compliance with district, state, federal, and other funder guidelines; ensure timely submission of reports; monitor budgets and expenditures of grant funded projects; prepare accurate and timely progress reports; maintain and update financial records for grants budgets (which may include Federal, State, formula, and discretionary grants); respond to questions concerning grant compliance; meet with City personnel and funding source agencies as needed to review financial reports, verify figures and information for accuracy, completeness, and compliance with grant regulations. Policies:

develop forms, processes, procedures, and policies for implementing a consistent grant application methodology; support the City Council, City Mayor, and Department Directors through preparation of written materials and presentations; implement goals and objectives established by City Council and ensure compliance with established City policies and procedures; work under limited supervision following standardized practices and/or methods. File Retention:

retain official grant files in accordance with 2 CFR 200, which may include electronic files; retention is based on City file retention policy. Training:

periodically attends training seminars as needed; participate in appropriate training or continuing education programs to remain current with trends, best practices, and current techniques in grant administration; provide training to city personnel regarding grant requirements as needed. CDBG:

administer the Community Development Block Grant Program in compliance with all Department of Housing and Urban Development (HUD) requirements; administration includes: Knowledge and interpretation of federal regulations for CDBG, HOME and ESG programs (although HOME/ESG not received, the regulations mix). Prepare and update the five-year Consolidated Plan and Annual Action Plans, including reviewing goals and objectives, conducting public assessments of needs and priorities, holding public hearings and coordinating the public input process, managing a CDBG RFP process, meeting with agencies and local representatives to discuss potential projects, evaluating potential projects, coordinating the process for allocation of CDBG funding, and preparing Consolidated Plan and Annual Action Plan documents for submission to HUD. Prepare the Consolidated Annual Performance Report (CAPER) and review the report with City Council. Prepare the Citizen Participation Plan and coordinate public input and communications regarding the CDBG program. Maintain the HUD Integrated Disbursement and Information System (IDIS), including submission of reports, plans, project setup, drawdowns and edits as required. Manage, supervise and coordinate CDBG activities and operations; responsible for subrecipient monitoring and assisting subgrantees with compliance with federal regulations, including Section 3 and Davis-Bacon; submit relevant reports as required by HUD; provide Technical Assistance; prepare and oversee execution of contracts and grant agreements. Review all CDBG related correspondence and documents received from, and submitted to, HUD. Prepare Environmental Reviews for proposed projects; maintain Environmental Review Record for activities through completion of environmental review checklists, preparation of legal notices, submission of requests for release of funds to HUD prior to project payments. Review and process requests for payments from subrecipients. Monitor all projects and activities assisted with CDBG, as well as develop and implement recommendations for improvement, continuation funding and/or termination of such projects and activities. Ensure activities comply with program regulations; maintain project files for beneficiary and other compliance documentation. Administration of the Citys Home Repair Program. Work with auditors and HUD representatives to ensure accuracy and compliance with all regulations. Attend trainings and workshops sponsored by HUD and other entities that involve community development and affordable housing issues. Additional responsibilities as required in a complex and changing work environment; respond to all inquiries on permissive use of funds; performs other duties as assigned. Minimum Qualifications

Five years experience

of progressively complex and responsible work experience in public or nonprofit environments clearly demonstrating a track record of applying for and being awarded funding towards organizational goals. Must possess sufficient experience and education related to grant writing and grant management to demonstrate the knowledge and skills listed. Must have a valid drivers license with an acceptable driving record. HUD experience preferred. Ability to obtain CDBG Administrator Certification. Knowledge

Rules, regulations, laws, policies and procedures related to grants; Application, procurement, and management of public and private grant funds; Grant application process and writing of applications/proposals; Familiarity with various grant programs available to City government; Correct English usage, grammar, spelling, punctuation, and vocabulary; Advanced knowledge of Microsoft Office suite; Financial accounting, budget, and record keeping. Ability

Effectively communicate orally and in writing in a courteous and tactful manner; Produce complete, accurate, persuasive documents according to instructions; Understand and comply with standard practices, procedures and timelines in the grant application process; Comply with laws, regulations, and policies related to grants; Prepare grant applications and make oral and written presentations; Utilize online grant application systems; Operate standard office equipment including personal computer; Meet and adhere to deadlines, and set project priorities; Use pertinent software applications; Effectively collaborate with City staff and other organizations; Clarity of speech and hearing to discern verbal instructions and to communicate effectively on the telephone, and in person; Visual acuity to comprehend written work instructions, prepare and review documents and process them in a prescribed order, and organize documents and text materials; Manual dexterity to operate standard office equipment, and personal computer; Mobility, flexibility, agility, strength, and balance which permits the employee to work in an office environment; and Must be able to lift 15 lbs.
