Director, Engineering Project Management at The Northwest Seaport Alliance. The anticipated hiring range is between $151,083 - $177,744 depending on qualifications. Responsibilities

Lead multiple teams and engineering staff for engineering projects, including the most complex and politically sensitive issues aligned with NWSA policies, strategic plans, key initiatives, and business objectives. Develop, coordinate, and direct several highly complex concurrent projects; provide high level customer service to all stakeholders. Oversee projects involving buildings, site development, waterfront structures, roads, habitat/mitigation developments, railroads, and utilities; assign, plan, and develop project scope, cost estimates, and budgeting; participate in NWSA Capital Investment Plan development. Make authoritative decisions and recommendations with broad organizational impact; approve or deny modification requests to existing infrastructure and changes to Port Standards. Supervise and prioritize staff and projects; ensure staffing, responsiveness, and accountability; provide leadership, performance management, training/development, mentoring, and work product oversight; oversee at least one team and other staff supporting projects; oversight of NWSA projects at the Port of Seattle. Manage all aspects of the most complex projects (politically sensitive, multi-year timelines, high visibility, significant economic impact, complex funding or permitting, diverse stakeholders); manage scope, budget, schedule, consultant management, and construction management; support Sr. Director with leadership interactions when applicable. Develop strategic initiatives and program priorities in partnership with the Sr. Director to support the strategic plans and organizational priorities; assist with CIP budget development and provide recommendations. Represent the department by providing input and recommendations to senior leadership, elected officials, staff, and the public on high-visibility projects; ensure compliance with policies and industry best practices; support policy and procedure changes as needed. Evaluate NWSA facilities and marine structures; recommend conditions, use, capacity, and repair/ modification approaches; act as expert advisor to business units and leadership; provide budget insights and assist implementation of project goals. Manage consultants to ensure high-quality work products; negotiate scope for contracts, approve invoices, manage amendments; oversee construction projects, meetings, bidding, submittals, payments, change orders, and inspection; maintain lists of consultants and contractors for emergent needs. Qualifications

Bachelor’s degree in engineering, architecture, construction management, or related field required;Master’s degree preferred. Washington Licensed Professional Engineer or Architect certification required; Structural Engineering license preferred. Minimum of eight (8) years of progressively responsible experience in project management, engineering design, estimating, and construction management, including supervision of staff; leadership, project management, cost estimating, and multi-discipline coordination experience required. Preferred experience in the Port and/or Maritime industry with marine facilities design and project management; experience managing project management and engineering professionals. Knowledge: expert in contract delivery methods, site and public works construction, regulatory compliance; strong supervisory and leadership skills; advanced knowledge of federal, state, and local regulations related to Port/NWSA projects. Skills: planning, organizing, evaluating engineering work; excellent written and verbal communication; problem resolution; negotiation and facilitation; analytical and technical proficiency. Abilities: oversee multiple complex projects; apply holistic knowledge across projects; serve as expert advisor; interact with executive leaders, stakeholders, and the public on sensitive topics; inspire and motivate staff.
